Description
This is not a request for quote. An RFQ will not be issued as a result of this syopsis. The Environmental Protection Agency intends to purchase a Lachat Quikchem 8000 Series Automated Ion Analyzer on a noncompetitive basis. The analyzer will be used by the Subsurface Protection and Remediation Division (SPRD) of the National Risk Management Research Laboratory in Ada, OK . The analyzer will use in conjunction with two of the same type of analyzers to perform analyses on soil and water samples associated with the laboratory's research program. In addition to providing the required features listed below, this analyzer is being purchased in order to assure compatibility of the data generated during studied conducted by SPRD. This instrumentation has several features required by SPRD's analytical chemistry personnel to meet the increasing demand for inorganic analysis. These features include: 1. The flow injection system is upgradeable to at least four channels; 2.The flow injection system uses a sampler with random access sampling capability; 3. The system can process up to 120 samples per hour with baseline resolution within 1% of full scale over a dynamic range of two orders of magnitude. The dynamic range of the chemistries is expandable to three orders of magnitude; 4. The autoanalyzer system has the ability to prepare working standards from a stock solution; 5 The autoanalyzer system is able to automatically dilute samples and re-analyze them; 6. The autoanalyzer system uses solid state photometers for detection with automatic gain and baseline settings. The A/D electronics have 20-bit or greater resolution; 7 The system chemistry manifold fluid paths are constructed of an inert fluorocarbon polymer and all fluidic components are user-accessible from the top of the instrument and easily replaceable; 8. The autosampler can accommodate at least three different sample tube diameters (13, 20, and 30 mm o.d.). The autosampler provides for random access sampling and capacity of at least 270 13X100 mm sample tubes in addition to 16 40-ml standards vials; 9. Analytical data produced by the Lachat instrument is provided in real-time. The sample analyte concentrations are provided as soon as the sample exits the system detectors; 10.The Lachat system software allows the analyst to view the calibration curve during sample and calibration runs. The system calibration report provides for both replicate and percent residual data for all calibration standards. The data processing software provides for data quality management options that permit the operator to choose options for recalibrating the instrument, for setting QA/QC protocols to monitor accuracy and precision, and analyze multiple types of QC samples. The software provides for customer-defined reporting formats and permit hardcopy output to any HP-compatible laser or deskjet. Vendors that feel they can provide the features listed above, plus assure compatibility of data that will satisfy all QA requirements may submit sufficient documentation to demonstrate their capability. Responses must be received no later than 15 days after publication of this notice.
