Description

NASA/LaRC plans to issue a Request for Quotation (RFQ) for Scientific and Technical Information Library Automated System (STILAS) Software Maintenance. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from SIRSI Corporation as the only known source. The STILAS Software is used in the NASA GALAXIE on-line information system that supports all libraries in the Agency and provides access to library holdings at each Center. SIRSI Corporation developed the STILAS software, so they are the only party who is able to troubleshoot, upgrade the STILAS software, answer software questions, and resolve problems in a timely manner. Also SIRSI Corporation is the only authorized party that is able to make necessary changes to the software if needed. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 9, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
