- Description
- This is a full and open competition combined synopsis/solicitation DAAD16-00-T-1195 for commercially available expandable/collapsible batons/nightsticks, which may require minor modifications to meet government requirements. This synopsis/solicitation is prepared in accordance with the format in FAR subpart 12.6 and supplemented with additional information included in this notice. This announcement will constitute the only solicitation. A request for a hard copy of this RFP will not be honored. Vendors are required to submit a hard copy proposal and product samples (one of each type) as described herein. The government wishes to purchase a family of batons/nightsticks. The three types are (1) investigator baton, (2) patrol baton, and (3) riot control baton. The patrol baton and riot control batons shall each also have a carrying device. The family of batons/nightsticks shall meet the following performance requirements: general requirements for the three types of batons/nightsticks are expandable/collapsible with a positive means to lock it in the expanded position and a manual unlock system, ambidextrous, non-slip handle, 1.25 inches maximum handle diameter, durable, shock resistant, black in color, not degrade when stored and operated in climatic design types of hot, basic, and cold IAW Army Regulation 70-38 ("http://www.usace.army.mil/inet/usace-docs/army-reg/ar70-38"), and it shall be safe to use by the central 90 percentile male and female user population. Additional properties of each type are (1) Investigator baton type: concealable under a sportcoat or waist length jacket/windbreaker, maximum weight 20 ounces, and maximum length of 8 inches when collapsed and 22 inches when expanded. (2) Patrol baton type: maximum weight 30 ounces, maximum length of 14 inches when collapsed and 24 inches when expanded, ability to attach and detach a perpendicular side handle and have a carrying baton device that can be attached to the equipment belt and/or pistol belt. (3) Riot baton type maximum weight 2.2 pounds and maximum length between 30-38 inches when expanded and locked into position, operable while wearing heavy work gloves, and have a carrying baton device that can be attached to the equipment belt and/or the pistol belt. In addition a training manual and video is required for each type of baton/nightsticks. The U.S. Army Robert Morris Acquisition Center, for the Army Soldier & Biological Chemical Command, Natick MA intends to award up to two (2) contracts (within available funding constraints) for user evaluation quantities. A maximum quantity of 250 items of the following types: (CLIN 0001AA) 50 investigator, (CLIN 0001AB) 100 patrol with carrying device, and (CLIN 0001AC) 100 riot with carrying device will be purchased for the user evaluation/acceptance. Items will be field tested and evaluated for the following criteria: concealability (type 1 only), ease of operation (expandable/collapsible properties), durability, and user acceptance/preference. Concealability for type 1 only and ease of operation (expandable/collapsible) for all three types is the most important criteria, but durability and user acceptance/preference are of equal importance to each other. This phase will take approximately (10) months. If the items are acceptable in the four (4) criteria defined above, the Government may exercise an option to procure a maximum quantity of 9,000 batons of the following types: (CLIN 0002AA) 365 investigator, (CLIN 0002AB) 4,317 patrol with carrying device, and (CLIN 0002AC) 4,318 riot with carrying device (within funding constraints) to one company based on evaluation criteria listed above and feedback from user evaluation and best value to the Government. The required delivery of the initial quantity is 30 calendar days after award of a purchase order and if the option quantity is exercised, the required delivery for the option quantity is 60 calendar days (desired delivery for the option quantity is 30 calendar days). The Government reserves the right to issue multiple orders up to the maximum quantity of 9,000 batons/nightsticks. The delivery address for the 250 items (CLIN 0001AA, CLIN 0001AB and CLIN 0001AC) is U.S. Army Soldier & Biological Chemical Command, Natick, MA 01760. If the option is exercised, optional quantities (CLIN 0002AA, 0002AB, and 0002AC) shall be delivered to the following CONUS and OCONUS locations: Fort Bragg (725 each), Fort Hood (880 each), Fort Bliss (165 each), Germany (2085 each), Korea (1050 each), Hawaii (220 each), Italy (145 each), Alaska (145 each), Fort Lewis (480 each), Fort Polk (320 each), Fort Riley (300 each), Fort Drum (220 each), Fort Carson (330), Fort Campbell (415 each), Fort Benning (165 each), Fort Stewart (295 each), Fort Leavenworth (290 each), Fort Leonard Wood (145 each), Fort Meyer (145 each), Fort Eustis (20 each), Fort Jackson (20 each), Fort Sill (20 each), Fort Knox (20 each), Natick (390 each) . All items shall be preserved packaged and shipped FOB Destination in accordance with best commercial practices to the above locations. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS; 52.212-2 EVALUATION -- COMMERCIAL ITEMS; 52.212-3 OFFEROR REPRESENTATION AND CERTIFICATIONS -- COMMERCIAL ITEMS. A completed copy must be submitted with the bid/offer; 52.212-4 CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS; 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS; 52.217-5 EVALUATION OF OPTIONS, 52.217-7 OPTION FOR INCREASED QUANTITY -- SEPARATELY PRICED LINE ITEMS, 52.217-8 OPTION TO EXTEND SERVICE (within 30 days), 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT ((a) within 30 days; within 60 days; (b) shall not exceed 36 months.; DFARS 252.225-7012 PREFERENCE FOR CERTAIN DOMESTIC COMMODITIES (MAY 1999); AND DFARS 252.225-7014 PREFERENCE FOR DOMESTIC SPECIALTY METALS (MAR 1998). The following evaluation criteria, in descending order of importance, will be used to evaluate offerors proposals and product samples: Technical, Price and Past Performance. The technical area is greater in importance than Price which is slightly more important than Past performance. All evaluation factors other than price, when combined are approximately equal to price. Technical will be evaluated for: the proposed items' capability to meet the solicitation requirements as demonstrated by the written proposal, product literature, and product samples submitted (1 investigator baton, 1 patrol baton with carrier, and 1 riot baton with carrier). Sample batons will be evaluated for concealability (type 1 only), human factors and physical properties. Price will be evaluated for price realism, fairness and reasonableness. Past Performance -- the vendor's recent relevant experience in providing these or similar items will be evaluated for performance risk. Vendors shall submit a written technical proposal not exceeding (10) pages which describes how their item(s) meet the requirements stated herein. Vendors shall submit a written past performance proposal not exceeding (2) pages, which describes their recent, relevant experience in providing expandable/collapsible batons or similar items. The Past Performance Proposal shall contain the names of references, points-of-contact for the company referenced, and current telephone and fax numbers for the reference. Proposal submission shall consist of two volumes: Technical and Past Performance shall be one volume with two severable sections (submit original and 5 copies). Price shall be second volume (submit original and 2 copies). All evaluation areas other than price, when combined, are approximately equal to price. With their proposal, Vendors shall submit product samples (one of each type) that meet the requirements stated herein. Pricing shall be in the contractor's format, but shall address each CLIN listed above.
