DESC -- DNSC- DEFENSE NATIONAL STOCKPILE CENTER is soliciting request for quotes (RFQ's) to furnish all necessary Labor, Equipment, Tools, Supplies (Except for actual banding material and clips), Personnel, Supervision, and Management Services to provide for material handling of approximately 3,972 Metric Tons (MT) of Zinc and 78,564 Metric Tons (MT) of Lead to include relocating, bundling, banding, weighing, and marking at Mechanicsburg, Pennsylvania. This is a re-procurement project. Period of performance is 421 working days after contract award. This 100% small business set-aside under Standard Industrial Classification (SIC) code 8999. The small business size standard is $5 million. RFQ's may be submitted to the following address: ATTN: DNSC-S (Patricia L. Harrison), Defense National Stockpile Center, 8725 John J. Kingman Road, Suite 4616 (Mail) or Suite 4528 (Hand Delivered), Fort Belvoir, VA 22060-5541. Telephonic, telegraphic or fax RFQ's will not be accepted. RFQ's must be received by 1:00 PM, November 28, 2000. A Pre Quote conference will be held on Thursday, November 16, 2000 at 11:00 AM at U. S. Navy, NAVICP, Mechanicsburg, PA 17055-0787. The Government contemplates making one award to the responsible quoter subject to evaluation of the best value to the Government. Evaluation will be based on experience, past performance, and price. Experience and past performance are equal in importance and when combined are significantly more important than price.
