Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. No RFQ will be prepared or made available for distribution. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. The following items are to be procured on a firm fixed price contract. The period of performance is for 1 year. Requirement is for 117 cellular telephones and digital paging state and nationwide coverage in the North and South Carolina area. Service plan must include: minutes must be "aggregate" or pooled for the entire North and South Carolina so that minutes can be transferred from low-need offices and agents to high-need ones, must offer pager-like features as an alternative to current pagers, equipment replacement/repair option, vibrate or silent alert feature (For court, surveillance), must offer a "Carolinas" coverage area, both North and South Carolina, maximum coverage, nationwide plans to address agents needs, call waiting, call forwarding, no answer transfer, three way calling, caller ID, detailed billing, and basic voice mail. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. This procurement will be made using the simplified acquisition procedures under FAR Subpart 13.5. Quotation may be faxed to 202-927-8688. Awardee must complete a SF-3381 ACH Vendor/Miscellaneous Payment Enrollment Form. Quotes must include delivered price and product literature, which list specifications. Award will be based on meeting the technical specifications listed above, on an All or None basis and the best value to the government.
