Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. All responses to this solicitation (RFQ) must make reference to solicitation number F0469301T0016. LAAFB proposes to procure an automated entry control badging system that meets the following requirements and specifications: Badging system should be compatible/integrate with the existing New Technology (NT) system. The vendor will provide material and labor to install the workstation, convert and transfer old picture database and test the new system. The material list will include A.) Camera equipment: color camera with lens, power supply, cable and tripod, a flash unit with power supply, B.) Stock for 1000 badges: magnetic stripe cards, full color ribbon, clear 6mil thickness polyguard over laminate ribbon, and C.) Basic Badging Workstation: SAFEnet NT Badging package or equal, Video Imaging and badging NT program, Type 6-color card badge printer dual side edge to edge printing and high coercity encoder, tracks 1-3. Please submit descriptive literature for evaluation purposes. The quotation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 97-14. This solicitation is set aside for Small Business. North American Industry Classification System (NAIC) is 56162. Interested vendors have ten (10) days from publication of this Synopsis/RFQ to submit their quote. Required delivery at Los Angeles AFB is 30 days after contract award. Anticipated award date is contemplated as 13 Nov 00. To be eligible to receive an award resulting from this quotation contractor must be registered with the Central Contractor Registration (CCR) database, NO EXEMPTIONS. In order to register, apply through the Internet at http://www.ccr2000.com. A DUNS (Dun and Bradstreet) number is required in order to register. Verification of CCR registration and Tax ID number must accompany your quote. The provisions at FAR 52.212-1, "Instructions to Offerors-Commercial Items" applies to this acquisition and addenda are not attached; FAR 52.212-3, "Offeror Representations and Certifications-Commercial Items" applies to this acquisition and a completed copy of the provision should be provided with the offer. FAR 52.212-4, "Contract Terms and Conditions-Commercial Items"; DFAR 252.204-7004, "Required Central Contractor Registration"; FAR 52.233-3, "Agency Protests" and FAR 52.212.5, "Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items", including the following subclauses, 52.222-21, 52.222-26, 52-222-35, 52.222-36, 52-222-37 and 52.232-33, apply to this acquisition. FAR Clause 52.212-2, "Evaluation-Commercial Items", also applies to this acquisition. The evaluation criteria for this solicitation will consist of technical capability of the Offeror to meet the agency technical and delivery requirements, and price.
