Description
Sources are sought for the WMD Agent Release Program (WARP) to provide Research and Development for both methodology and algorithm development support to the United States Air Force Research Laboratory Munitions Directorate_s Lethality and Vulnerability Assessment Branch (AFRL/MNAL). The primary goal of AFRL/MNAL is to enhance the state of the art in terms of modeling, simulation, and software architecture development as it relates to qualifying conventional weapon interactions with targets containing WMD. Firms with research and development resources are required for WARP with expertise in the following key areas: 1) fragmentation; 2) source characterization for targets containing WMD materials; 3) internal transport and dispersion modeling of WMD materials; and 4) chemical and biological agent neutralization. Highly qualified scientists and engineers in several very specialized areas are required to accomplish the performance and schedule goals of WARP. A previous RFP with this area was released in FY99 under the name WEEP. However, the level of effort on the subsequent contract proved to be insufficient for the amount of work involved, thus necessitating this re-compete. Interested firms must also have the capability to handle and store documents, software, and test articles up to the classification of Secret to meet AFRL/MNAL_s objectives for this program. The period of performance for this effort is anticipated to be five years. We anticipate a single contract award for WARP with the above key technology areas. Work will commence under the contract by issue of task orders. At this time we are requesting information packages from potential sources on their capability to perform research and development in the above key areas of interest. Firms having applicable interest, capability, and background should submit particulars in accordance with Numbered Note 25 to AFRL/MNK, Attention: Laura Klepper, Building 13, 101 West Eglin Boulevard, Suite 337, Eglin AFB, FL 32542-6810. Firms will be evaluated on their experience, personnel, and facilities. Responses to this synopsis must be received within 15 days from the date of the synopsis publication. Respondents to this notice will not be notified of the results of the evaluation of information submitted. This synopsis is for information and planning purposes only. It does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 for NAICS Code 541710, 500 employees. The Air Force reserves the right to consider a small business set-aside based on responses hereto. It has been determined that foreign contractors are prohibited from participation. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
