Description
NASA/JSC plans to issue a Request for Quotation (RFQ) for the modification of an existing software package on the ModComp Data Acquisition System in the Structural Testing Laboratory at NASA's Johnson Space Center, Houston, TX. The software package is to be expanded from 256 channels to 512 channels. All other current functions and options must remain the same. Further detailed specifications are at url http://ec.msfc.nasa.gov/jsc/documents/9bj266049q.doc This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the necessary labor and materials from Scott Technology of Friendswood, TX. An extensive market survey revealed that only Scott Technology is able to perform this task because their software personnel developed the original software for this system and this contractor is currently part of the in-house development group for this system. Furthermore, Scott Technology's hardware personnel are under a maintenance contract for the ModComp computers. In accordance with FAR 6.302.1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Technical questions should be directed to the Technical Monitor for this procurement, Joe Ng, (281) 483-6393. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 9, 2000. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
