- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Streamlined solicitation number NBCW1R01001 has been assigned to this request for proposal (RFP). The objective of this contract is to acquire professional services to assist the Department in the planning and development of a Computer and Business Systems Architecture for the Indian trust management community. The contractor shall: 1.Facilitate Enterprise Architecture Planning (EAP) workshops, assisting the work team in defining systems interfaces and developing technological visions to streamline work processes into an overarching technological architecture. Workshops are to be priced individually and should each be 4 days in length. Half of the workshops will take place in Denver and the other half Washington DC. There will be from 10 -- 15 workshops. The government will determine when and if a workshop will be held. 2. Develop strategies for improving trust management business processes based upon existing and planned business and systems. The contractor will present a report outlining the recommendations for each of the EAP phases (Data Architecture, Technology Architecture, and Applications Architecture). For example, the Technology Architecture requires an intricate understanding of the existing and proposed technology solutions within the trust management business activities. Direct contact with the technology centers would improve the understanding of existing current technology & systems databases as well as environment under development. One particular example is the several imaging approaches underway. Getting close enough to understand their present objective and how these disparate technologies work together now, including records management, will be instrumental in developing a vision for that technology segment.3. Provide papers and/or briefings on technology issues impacting the trust management community. 4. Develop change management procedures and processes for the trust management business activities, and present them in written form. Maintain and update those procedures for the trust management architecture-working group throughout the life of the contract.5. Develop and maintain a comprehensive website in support of the project. The website should provide access to current information regarding the project overview and discussion of Enterprise Architecture Planning, major project deliverables, project status, contact information and other information as required by the COTR. 6. Maintain EAP architecture tool and models within the tool using Access, providing reports and developing architecture support documents. Provide weekly support for reconciling and replicating databases for the bureau/ office representatives. Coordinate the update of both the models and the tool as required by the COTR. Provide recommendations and assistance on the technical aspects of the tool use and maintenance for the architecture work group. 7. Maintain the project schedule (in Microsoft Project) for the project manager, updating the schedule weekly to reflect ongoing changes, distributing the updated to the project manager and, upon request, to the members of the architecture work group. Maintaining the schedule in a centrally accessible location is acceptable in lieu of distributing the schedule itself. The contractor will provide the following deliverables: 1. Workshop handouts and an assessment of the completed work, upon conclusion of each workshop, Recommendations for each of the EAP phases, including strategies for improvements between trust management business activity areas, 3. Papers and/or briefings on technology issues impacting the trust management community, 4. Change management procedures, updated, as modifications are necessary during the life of the contract. Briefings on those procedures to executives within the trust management community, 5. Operational, professional website accessible to the Interior Trust Management Architecture working group and other Interior executives. Written recommendations on providing access of portions of the website to an external public audience. 6. Updated EAP tool and specifically tailored reports for each of the scheduled Major Deliverables for the Trust Management Architecture project, 7. Reports and/or briefings related to the above tasks to the project manager on a mutually agreed upon schedule and in a mutually agreed upon format, 8. Written reviews of major business and technology architecture reports, 9. Schedules, forms, procedures as required by the work group. Work will begin on or about December 1, 2000. The contract base period is December 1, 2000 through September 30, 2001 and the government has the option to exercise one option year (October 1, 2001 through September 30, 2001.) The requirements of this service, for the First program year; and option-year contracts, are the same and are specified in this Streamline Solicitation. Cancellation or termination for insufficient funding, In the event funds are not made available for the continuation of a option-year contract the contract shall be canceled or terminated. Provision clause at 52.217-2, Cancellation under Multi-year Contracts, and 52.217-5, Evaluation of Options, are applicable in this acquisition. The contractor will be notified of the government's intentions to exercise the option 30 days prior to the expiration of the base period. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 10 months 1 year.The contractor's proposal must address the base year and option year separately in their business proposal. Place of performance for the base and option period is Washington, DC, delivery and acceptance of the contractor's work will be Dept. of Interior, 1849 C. Street Washington DC. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation -- Commercial Items. Technical proposals will be evaluated based on the following evaluation criteria; Past Performance of the Offeror, and/or proposed subcontractors, in conducting this type of work. Technical Approach and Quality Assurance Plan (i.e. proposed solution, performance measures and the like.) Resumes and references of proposed staff and lastly Management Approach (i.e. how will the task be managed, if proposed -- how will subcontractors be managed) The final award will be based on the "best value" to the government.
