Description
This synopsis is issued for informational and planning purposes only. The AMC Contracting Flight is in the process of conducting an A-76 cost comparison study to provide operations and maintenance of Air Force Precision Measurement Equipment Laboratories (PMELs) for the following Air Mobility Command (AMC) locations: Andrews AFB MD, Dover AFB, DE; Pope AFB, NC; and Scott AFB IL. The Government is soliciting information to determine the availability of capable small business contractors who can perform the following precision services: 1) Provide repair and calibration services for approximately 50,000 items of test equipment which includes Air Force and other agency customer workload. 2) Support a 5 workday normal turnaround time for routine work. 3) Support outside of normal duty hours and 24 hours a day during natural disasters and national emergencies. Responding small businesses must provide evidence of knowledge and experience in the following areas: 1) Advanced electrical, electronics, electromechanical, mechanical, physics, optics, and thermal principles; 2) Mathematics and number systems; 3) Operating principles of complex and intricate Test, Measurement, and Diagnostic Equipment (TMDE) and laboratory standards; 4) Interpreting block, schematic, wiring and logic diagrams and technical data; 5) Troubleshooting techniques; 6) Calibration traceability, metrology techniques, laboratory practices, and planning; 7) Microprocessors; 8) Computer operational principles, language, and software; and 9) Use, care for, and repair of complex and intricate TMDE, laboratory standards, hand tools, and special tools. Collateral areas include contingency support and procedures, training, staffing, contract management, supply, transportation, civil engineering, budget, maintenance data collection, quality control and assurance, and integrated logistics feedback systems; communications and information systems, inter-service and inter-departmental support agreements; reimbursement procedures; equipment scheduling, production, and material controls; facility requirements; support equipment material management; and Air Force Metrology and Calibration (AFMETCAL) Program functions and procedures. The anticipated period of performance will be one year with four one-year option periods. Request small business contractors interested and capable of performing this function submit the following information: Name and address of company, Company Point of Contact, Telephone number, Fax Number and E-mail address's and identify if disadvantaged, HUBZone, or women owned, 8(a). For purposes of this synopsis the small business size standard is $5M, Standard Industrial Classification (SIC) Code is 8734 and the corresponding NAICS code is 541380. The capability package must be clear, concise, and complete and submitted to the buying office and contracting officer no later than 14 Nov 00. Please limit the capability package to 20 pages. Your statement of capabilities must include, as a minimum, the following items: 1.) Contract references relating to metrology, calibration and repair to include: Contract Number; agency supported, whether or not you were a prime or a subcontractor, period of performance, original contract value, final or current contract value, technical monitor and phone/fax number, PCO with current phone/fax number, and a brief description of the effort. 2.) Company Profile: Number of employees, annual sales history, locations, security clearances, and DUNS number, etc. 3.) Ability to manage projects and description of current management structure, including past and current ability to recruit and retain qualified employees possessing education and training equivalent to Air Force Specialty Code (AFSC) 2P071 PMEL Craftsman. Include a brief description of your quality control procedures. 4.) Describe your ability to meet surge requirements, meet requirements at contingency locations and meet possible deployment requirements.
