Description
The US Army Applied Aviation Technology Directorate (AATD) is soliciting industry wide review and comment on the subject documents that were delivered under the Rotorcraft Open Systems Avionics (ROSA) (Integrated Platform Electronics for Manned/Unmanned Rotorcraft IPE-R) Technology Investment Agreement No. DAAH10-99-2-0003. A brief description of the purpose and scope of each document follows. The RTA document addresses the techniques for the integration of subsystems into a complete avionics system. The proposed RTA standards focus on the core mission processing architecture, while specifying interfaces to the other major subsystems, such as weapons, sights, navigation, communications, flight controls, aircraft utilities, and electronic warfare. The RTA is comprised of an architecture reference model, design standards, and other design requirements and guidelines. The RDD document summarizes performance and verification requirements for the Comanche, Apache, Black Hawk, and Chinook helicopters as they apply to core processing and cockpit displays. These requirements are derived from operational needs and requirements defined in various Operational Requirements Documents (ORDs) and system specifications. These requirements apply to provide combat effectiveness and battlefield survivability to meet the threat of the 21st century while modernizing the Army's fleet. The review opportunity is open to contractors working with rotorcraft avionics technology with the following restrictions. Distribution is authorized to U. S. Government agencies and their contractors, Critical Technology, April 1999. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.) or Executive Order 12470. Contractors requesting to receive subject information packages must submit with their request an "Export-controlled DoD Data Agreement" certification number issued in accordance with DoD Directive 5230.25. This certification may be requested for the Defense Logistics Services Center, ATTN: DLSC-FBA Federal Ctr., Battle Creek, MI 49017-3084, Telephone 1-800-352-3572. All requests should be addressed to the Aviation Applied Technology Directorate, AMCOM, ANSAM-RD-AA-C, Attn: Ms. Beth Jackson, Ft. Eustis, VA 23604-5577. All requests must be submitted in writing with the required certification. Requests will only be accepted until 9 November 2000. After receipt of the information packages Contractors are requested to provide a substantive comment/feedback to US Army AATD within 30 days. At the completion of the ROSA program the government plans to initiate a demonstration program (ROSA-D) to flight test hardware based on the RTA. Technologies developed in ROSA will feed major system development and improvement efforts for platforms such as Future Transport Rotorcraft (FTR), Comanche (RAH-66) and Improved Cargo Helicopter (ICH).
