Description

This acquisition will be performed using Subpart 13.5-Test Program for Certain Commercial Items. The government intends to procure an instructor to present training courses for Retirement CSRS. The course will cover the following topics: The key elements of the Civil Service Retirement System (CSRS) and CSRS Offset; the difference between CSRS/CSRS Offset and the Federal Employees Retirement System (FERS); tax issues affecting CSRS benefits; CSRS and CSRS Offset requirements; CSRS survivor benefits; voluntary contributions; post- 1956 military service deposits; creditable service; CSRS annuity computations; taxation of Social Security benefits (SS); windfall elimination provisions; Medicare; Federal Employee's Group Life Insurance (FEGLI); Thrift Savings Plan (TSP); Federal Employees Health Benefits Program (FEHB); and pending legislation that may affect leave, health, and CSRS benefits. Fourteen (14) courses will be taught in the Tidewater, VA communting area; Two (2) at Cherry Point, NC; Two (2) at Camp Lejeune, NC; Two (2) at The Marine Corps Base in Quantico, VA; Two at The Headquarters Marine Corps in Arlington, VA and one (1) at the Washington Navy Yard in Washington, DC. Each course will be one day in length.
