Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation, F26600-01-QB001, is issued as a Request for Quotation, (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This acquisition is unrestricted. The NAICS code for this solicitation is 721110. The resultant awarded purchase order will contain six line items: 0001 Qty: 81 single rooms on 2 Nov 00, 0002 Qty: 15 double rooms on 2 Nov 00, 0003 Qty: 176 single rooms on 3 Nov 00, 0004 Qty: 39 double rooms on 3 Nov 00, 0005 Qty: 172 single rooms on single rooms on 4 Nov 00, 0006 Qty: 39 double rooms on 4 Nov 00. The item description is as follows: Non-personal service to provide rooms for lodging from normal check-in to normal check-out in the quantities for each line item between Thursday, 2 Nov 00 to Sunday, 5 Nov 00. Minimal acceptable commercial lodging standard is AAA three-diamond rating. AAA defines that rating as: Properties offer a degree of sophistication. Additional amenities, services and facilities may be offered. There is a noticeable upgrade in physical attributes, services and comfort. For purposes of this solicitation single rooms contain one bed and double rooms contain two beds. The Government will accept offers that do not distinguish, in price, between the number of beds in each room. Multiple awards may be made if no single responsive, responsible offeror can meet all the Government_s lodging requirements for the dates indicated. Rooms are for personnel attending a conference at Shilo Conference Hotel in Idaho Falls, ID. The following are evaluation factors in determining precedence for multiple awards, price, number of available rooms, and location to conference center. The Government_s preference is to reduce the administrative costs by limiting the number of awards to the minimum needed to satisfy the requirement. The following provisions apply to this solicitation: FAR 52.212-1: Instruction to Offerors-Commercial, Items (Oct 2000), 52.212-2: Evaluation -- Commercial Items (Jan 1999), FAR 52.212-3: Offeror Representations and Certifications-Commercial Items (Oct 2000), offerors who fail to submit a completed Representations and Certifications may be considered non-responsive, FAR 52.214-13: Telegraphic Bids (Apr 1984), FAR 52.222-22: Previous Contracts and Compliance Reports (Feb 1999); offerors who fail to submit a completed copy of the provision may be considered non-responsive, and DFARS 252.204-7004: Required Central Contractor Registration (Mar 2000). For solicitations issued after 31 May 98, all contractors are required to be registered in the CCR database to receive a DOD award or payment. In order to register, the contractor must have a DUNS number, available at 800-333-0505. They can then register via Internet at http://www.ccr2000.com. This takes approximately 48 hours; all other methods take approximately 30 days. The following clauses apply to this solicitation and resulting award: FAR 52.212-4: Contract Terms and Conditions-Commercial Items (May 1999), FAR 52.212-5: Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 2000); Specifically, the following cited clauses are applicable: FAR 52.222-3: Convict Labor (Aug 1996), FAR 52.233-3: Protest After Award (Aug 1996), FAR 52.222-21: Prohibition of Segregated Facilities (Feb 1999), FAR 52.222-26: Equal Opportunity (Feb 1999), FAR 52.222-35: Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (Apr 1998), FAR 52.222-36: Affirmative Action for Workers with Disabilities (Jun 1998), FAR 52.222- 37: Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (Jan 1999), FAR 52.222-41: Service Contract Act of 1965, as Amended (May 1989). In compliance with the Service Contract Act of 1965 and the regulations of the Secretary of Labor, this clause identifies the classes of service for employees expected to be employed under the contract and state the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 USC 5341 or 5332. Dept. of Labor Wage Determination No.: 1994-2160 Revision No.: 11 dated 9/14/2000, applies to this solicitation and the resultant award. FAR 52.222-42: Statement of Equivalent Rates for Federal Hires (May 1989); the following employee class, monetary wage fringe benefits are identified: Desk Clerk, NF-1, $7.49 and Housekeeper (custodian), NA-1, $7.38.
