- Description
- The Counterdrug Surveillance and Control System (CSCS) Program Office, ESC, Hanscom AFB MA 01731-1625, is seeking qualified potential sources to provide a commercial teleport lease for Earth Station services. These services will provide an Alternate Communication Hub for the Joint Southern Surveillance Reconnaissance Operation Center (JSSROC) in times of severe weather at the primary site located in Key West, FL. The Government requires (1) services with a 1680 Kbps data rate, including both voice and data inputs, on a CONUS-based Broad Band Earth Station capable of utilizing the INTELSAT 605 satellite (the Government estimates that these services will be used approximately four weeks per year -- three weeks for training and one week during inclement weather at the primary location in Key West, FL.); (2) on-site space to install five equipment racks required for Government Furnished Equipment (GFE) consisting of Broad Band hardware; (3) installation and maintenance required to ensure the Broad Band equipment remains powered on at the teleport facility; and (4) connectivity from the teleport site into the Defense Information Systems Network (DISN). Potential offerors need to address the following areas in their qualification packages using commercial off-the-shelf (COTS)/non-developmental items (NDI) to the maximum extent possible: (a) budgetary Rough Order of Magnitude (ROM) for initial set up and four weeks of usage per year; (b) operating location and environment; (c) manning and experience. Contractors that can satisfy part of all of the JJSROC Alternate Hub requirements listed above should submit their qualification packages (limited to 10 pages) to include all pertinent information deemed appropriate by the Contractor. Electronic responses are preferred and should be sent to the CSCS Program Office at CSCS.JSSROC@HANSCOM.AF.MIL Responses sent hardcopy via U.S. mail should be sent to ESC/ACK, Attn: Lt Gretchen Rhoads, 50 Griffiss Street, Hanscom AFB, MA 01731-1625. Contractors submitting responses via overnight services should send them to ESC/ACK, MITRE M Building, 202 Burlington Road, Bedford, MA 01730-1420. The packages should be received at ESC/ACK by 1400 hours 15 November 2000. Performance requirements as well as other program documentation will be posted on the Electronic Systems Center (ESC) Hanscom Electronic Requirements Bulletin Board (HERBB) at http://www.herbb.hanscom.af.mil under Business Opportunities, JSSROC Alternate Hub. This is not a solicitation and does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government as to its ultimate acquisition approach.
