- Description
- The Office of Naval Research and the N875 Submarine Technology Branch are interested in receiving white papers which discuss proposals for research and exploratory development in the areas of identifying and countering threats to the submarine force, as well as any other areas of interest that can improve overall submarine force security and survivability. The area of interest includes the full spectrum of issues that will help to quantify the potential threat as well as improve submarine force survivability. The range of issues for which proposals are sought includes: basic physics; sensor development; signal and noise modeling; detection algorithms (signal processing); performance assessments; countermeasure concepts (proof-of-concept); at-sea exercises and demonstrations; port ingress/egress self defense and port security concepts; technology areas such as passive acoustics, active acoustics and non-acoustics (magnetics, lasers, infra-red, wake phenomenology, etc.). White papers are initially sought to preclude unwarranted effort on the part of an offeror in preparing a full proposal. Offerors submitting the most promising white papers will be particularly encouraged to submit a full technical and cost proposal on all or part of their white paper submission. However, such an invitation does not assure a subsequent award. It is anticipated several contracts, grants, cooperative agreements, or other transaction agreements will be awarded during FY01. The white paper process does not preclude an offeror from submitting full technical and cost proposals directly. However, submission of white papers is strongly encouraged. Submittals under this BAA are welcome for a one-year period from the publication date of this announcement. Total funding available for the duration of this BAA is estimated to be $5M. The government reserves the right to select for award all, some, or none of the white papers. White papers (three copies) should include the following items: (A) Cover page, clearly labeled "WHITE PAPER", including BAA title and date, proposal title, plus administrative and technical points of contact along with telephone and facsimile machine numbers; (B) One page summary of the technical ideas for the proposed research; (C) One page summary of the deliverables associated with the proposed research; (D) One page summary of the schedule and milestones for the proposed research, including rough estimates of cost for each year of the effort and total cost; (E) One page listing of key personnel along with the approximate percentage of time to be expended by each person on the proposed research during each contract year; (F) Two page concise summary of the qualifications of key personnel; (G) Three page technical rationale and approach which contains arguments to substantiate claims made in Section (B) and is consistent with Sections (C) and (D). Proposals will be evaluated using the following criteria, which are listed, in descending order of importance: 1. Potential contributions of the effort to the Submarine Security Program; 2. Overall scientific, technical and socio-economic merit; 3. The offeror's capabilities related experience, facilities, techniques and unique combinations of these which are integral factors for achieving the objectives; 4.The qualifications, capabilities, and experience of the proposed principal investigator, team leader, or key personnel who are critical to achieving the objectives; 5. Budgetary costs and availability of Government funds. Offerors must state in their white paper that it is submitted in response to this BAA. This announcement will be open for a period of one year. This BAA replaces ONR BAA 00-001. White papers may be submitted at any time during the open period to Technical Director, Acoustics (N875D) or Technical Director, Non-Acoustics (N875E), Office of the Chief of Naval Operations, Submarine Security Program, 2000 Navy Pentagon, Washington DC 20350-2000. White papers and full proposal submissions will be protected from unauthorized disclosure in accordance with FAR 15.413, applicable law, and DoD/DoN regulations. The North American Industry Classification System (NAICS) code for this solicitation is 541710 (which corresponds with the standard industrial classification code of 8731) with the small business size standard of 500 employees. Full cost proposals that exceed $500,000 submitted by all but small businesses must be accompanied by a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan in accordance with FAR 52.219-9. For awards made as contracts, the socio-economic merits of each proposal will be evaluated based on the commitment to provide meaningful subcontracting opportunities for Small Businesses, HUBZone small businesses, Small Disadvantaged Business, Woman-Owned Small Business Concerns, Historically Black Colleges and Universities, Minority Institutions, and Tribal Colleges and Universities. Those submitting unsuccessful white papers or full proposals will be notified. White papers will not be returned after evaluation. Unless otherwise stated herein, neither additional written information is available, nor will a formal RFP or other solicitation regarding this announcement be issued. Requests for the same will be disregarded. No portion of this BAA has been set aside for HBCU and MI participants, though their participation is encouraged. Full proposals should also be accompanied by a completed certification package which can be accessed on the ONR Home Page at Contract & Grants "How to Submit a Proposal". For grant proposals (normally submitted by universities) the certification package is entitled "Certifications for Grants and Agreements". For contract proposals (normally submitted by commercial contractors) the certification package is entitled "Representations and Certifications for Contracts
