- Description
- (NAICS 23332, SIC 1542) This announcement solicits interested contractors for a construction firm-fixed-price contract for FY 00 DODM, PN 042595, Addition/Alteration 121 General Hospital, Phase 1, Yongsan, Republic of Korea. The project scope involves the demolition of an existing single story hospital wing and construction of a new two-story hospital facility including work with medical gas system, kitchen/dining area, surgical suite, central material supply, four elevators, and chapel facilities. Also included is the construction of a new 25,000 SF addition at the front of hospital to include ambulatory outpatient clinics. Other work includes the demolition and construction of a new Central Utility Plant and all necessary asbestos and lead paint abatement for the project. Interested contractors are responsible to follow all laws and regulations of the government of the Republic of Korea including obtaining applicable approvals and licenses required for conducting and performing construction work and related business, obtaining required immigration status for non-Korean personnel, and compliance with all applicable tax laws. The advertisement of this work is anticipated on or about 31 January 2001 and will be by Request for Proposal with the selection of the successful contractor determined through a Best Value procurement process. The following will be considered in the formulation of the Best Value evaluation criteria: 1. Scope and Complexity of Previous Hospital Construction: Contractor's and key personnel's overall and specialized experience for renovation work of occupied and operational general hospitals of similar scope and complexity, past performance, management team, safety record, quality control, adequate financial capability as determined by DCAA, adherence to construction schedule, and price. 2. Qualifications of the Contractor's Key Personnel: Roles, responsibilities, and related medical facilities experience of the following key personnel in the prime contractor organization and major subcontractor organizations: Project Manager, Construction Superintendent, Safety Officer, Contractor Quality Control Systems Manager for medical gas, mechanical and electrical systems, Scheduler, and Contract Administrator/Negotiator. Key personnel shall also demonstrate the knowledge and experience of all applicable U.S. medical construction codes and standards. 3. Schedule: The construction schedule should convey the contractor's understanding of the project scope not limited to the phasing requirements, work flow, sequence of work, materials management, availability of trades for this project and it's relationship to maintain ongoing operations at the general hospital. 4. Materials Management: Proposed methods for procuring, tracking, storing and installing offshore materials and equipment. 5. Cost: Cost realism The Government reserves the right to alter the above. The contractor may be selected without further discussions. A pre-proposal conference will be held on or about 26 February 2001 in Seoul, Republic of Korea (with a specific site and time to be confirmed at a later date).*****
