Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for X-38 1553 Bus Couplers and Terminators. X-38 1553 Data Bus Coupler Specification 1.0 GENERAL The X-38 Crew Return Vehicle Project uses the Mil-STD-1553B communications standard for 1553 bus couplers and terminators for both flight and ground use. The flight quality couplers will be used in pressurized and non-pressurized environments. All couplers will be single stub (3 connector), or double stub (4 connector). Hot-line technical support shall be provided for a minimum period of one year on all deliverables. 2.0 SPACE FLIGHT COUPLER SPECIFICATIONS The space flight couplers will be used in an X-38 prototype spacecraft. Some space flight couplers will be used inside the pressurized X-38 cabin, and some will be used external to the cabin in a vacuum. All space flight couplers shall meet the following mechanical, environmental, and general requirements below: 2.1 Mechanical Requirements 7Box Style Coupler 7Small Size 7Light Weight 7MIL-Spec Connectors (P/N MS27496E9F98S) for both stubs and buses 2.2 Environmental Requirements 7Operating Temperature: -55 to +125 C 7Non-Operating Temperature: -40 to +85 C 7Material: aluminum alloy (6061) 7All materials must meet outgassing requirements per NHB 8060.1. 7Finish: coating must meet MIL-C-5541 class 3 7Shock: 100g 7Vibration: 0.09 g2/Hz from 20 to 2000 Hz 7Environmental Screening: 7temperature cycle of 100 deg. F for a minimum of 1.5 cycles 7the units in the pressurized environment must be able to operate at a pressure of 3 -- 18 psia, and tolerate depress to 0 psia (non-operating) without permanent damage 7the units in the non-pressurized environment must be able to operate at 0 psia 2.3 General Requirements 7Droop: <20% (250kHz) 7Total Input Impedance: 3000 Ohm minimum (75kHz to 1MHz) 7Overshoot & Ringing: +/- 1V max (250kHz square wave with 100ns max. rise and fall times) 7Fault Protection: 59.0 Ohm, +/- 1% 2W resistor per MIL-R-39007 Space Level in series with each bus winding 7Common Mode Rejection: 55dB (min) at 1.0MHz 3.0 COMMERCIAL COUPLER SPECIFICATIONS The commercial couplers will be used in a laboratory environment on the ground. All commercial couplers shall meet the following mechanical, environmental, and general requirements below: 3.1 Mechanical Requirements 7Box Style Coupler 7Small Size 7Light Weight 7MIL-Spec Connectors (P/N MS27496E9F98S) for both stubs and buses 3.2 Environmental Requirements 7Operating Temperature: 0 to +30 C 7Non-Operating Temperature: -20 to +60 C 3.3 General Requirements 7Droop: <20% (250kHz) 7Total Input Impedance: 3000 Ohm minimum (75kHz to 1MHz) 7Overshoot & Ringing: +/- 1V max (250kHz square wave with 100ns max. rise and fall times) 7Fault Protection: 59.0 Ohm, +/- 1% 2W resistor per MIL-R-39007 Space Level in series with each bus winding 7Common Mode Rejection: 55dB (min) at 1.0MHz 4.0 TERMINATORS 778 Ohm terminators will be used with both flight and commercial units. They must meet the environmental specifications listed for the respective couplers (flight or commercial grade). Terminators must use MIL-spec connectors (P/N MS27467E9F98P) so they will mate with the coupler DESCRIPTION/QUANTITY/UNIT PRICE/TOTAL PRICE/DELIVERY DATE BASIC: 1. Space Flight Couplers: 60 single stub, pressurized environment/*nlt 14 weeks 24 double stub, pressurized environment/nlt 14 weeks 24 single stub, non-pressurized environment/nlt 14 weeks 48 double stub, non-pressurized environment/nlt 14 weeks 2. Commercial Couplers: 56 single stub/nlt 14 weeks 48 double stub/nlt 14 weeks 3. Terminators: 60 flight/nlt 14 weeks 40 commercial/nlt 14 weeks *ntl ~ not later than OPTION: The Government may require delivery of any items below as Options 1-3 in the quantity and at the prices stated. The Contracting Officer may exercise the option via modification to the contract not later than 14 weeks from the contract completion date. Each option can be exercised once or as many times as needed, but not to exceed the maximum quantity stated below. The delivery requirement for the any option is 18 weeks from the option effective date. All other terms and conditions are applicable to the delivery of hardware identified in the option. Option 1. Space Flight Couplers: 1-60 single stub, pressurized environment 1-24 double stub, pressurized environment 1-24 single stub, non-pressurized environment 1-48 double stub, non-pressurized environment Option 2. Commercial Couplers: 1-56 single stub 1-48 double stub Option 3. Terminators: 1-60 flight 1-40 commercial The provisions and clauses in the RFO are those in effect through FAC 97-20. The NAICS Code and the small business size standard for this procurement are 336419 and 1000 employees, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to JSC is required not later than 14 months, partial deliveries will be accepted. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 11/8/00 to NASA JSC, 2101 NASA Road 1, Attn: BH13/Jessica Lally, Houston, TX 77058, and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product offered meets the Government's requirement. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer.
