Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. We require delivery of two (2) each Precast Concrete Shelters between 8 and 20 December 2000. Delivery is desired as quickly as possible and not later than 20 December 2000. FAR provision 52.212-2 "Evaluation Commercial Items (Jan 1999) applies to this acquisition. Paragraph a. of this provision is completed as follows: i) Time of delivery/technical acceptability (most important); ii) Past performance (important); iii) Price (least important). Award may be made to other than the low offeror, based on best value as evaluated against the previously stated factors. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This requirement is being issued as a 100% small business set-aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-20 (11 Oct 2000) and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 Edition, current to DCN 20001025. It is anticipated that payment will be made by Government VISA Credit Card. The North American Industry Classification System (NAICS) is 332311 with a size standard of 500 employees. The contractor's quote shall consist of Contract Line Item Number (CLIN) 0001, Precast Concrete Shelter in accordance with the following specifications: SECTION C, PRECAST CONCRETE SHELTER SPECIFICATIONS: C.1-GENERAL: U.S. Army Yuma Proving Ground (USAYPG) is located approximately 25 miles north of Yuma, AZ along U.S. Highway 95 and Martinez Lake Road. C.2-SCOPE: The contractor shall engineer, fabricate, furnish and deliver on site, a completed, fully operational, turn-key equipment shelter with pre-installed electrical and mechanical equipment. The contractor shall provide all necessary personnel, supervision, tools, equipment, transportation, material and hardware for the fabrication and installation of the shelter. The shelter shall meet or exceed all the following specifications and provide a safe environment to house delicate electronic equipment. C.3-COMMERCIAL POWER: Commercial power is available and may be used for the shelter installation. It will be the responsibility of the Government to connect the commercial power to the shelter's main disconnect. The contractor shall provide a main disconnect with a electrical kWh reading socket with a digital meter per U.S. Army standards, sized to the power requirement for the shelter. C.4-PARTS LIST: Contractor shall provide a listing of all parts and prices for the shelter and pre-installed equipment. C.5-PRINTS: Contractor shall provide blueprints, specifications/ descriptions of work for shelter, and preinstalled electrical and mechanical equipment for approval prior to fabrication. All design and analysis calculations shall be signed and stamped by a certified engineer and shall conform to the most stringent standards applicable to said fabrication. C.6-SCHEDULE: Delivery shall be coordinated with the Technical Representative (Tech Rep). Advance notification of delivery is required of the contractor. Contractor is responsible for transporting shelter to final destination. Contractor drivers should be experienced in hauling heavy concrete shelters and/or heavy equipment to remote sites. Contractor shall provide a crane and crane operator for off loading the shelters and equipment at the final shelter destination. The contractor must also provide off-loading and rigging (spreader bar, straps, etc.). C.7-HANDLING: Delivery and inventory of all materials and equipment shall be the responsibility of the contractor. Replacement of damaged or missing item(s) shall be with the same part number upon approval of the Contracting Officer. C.8-INSTALLATION: Contractor is responsible for set-up/installation. Contractor shall coordinate installation with the Tech Rep. C.9-CLEAN UP: Contractor shall be responsible for the removal of all debris, excess hardware, materials and trash related to the delivery and setup of the shelter. Shelter site will be inspected by the Tech Rep and must pass his/her inspection. Installation is not complete until shelter and job site passes final inspection. No payment will be made until the contractor passes final inspection. Non-hazardous materials may be placed in the YPG dump. Contractor shall be responsible for the on-site dumpster if any is used. C.10-GENERAL CONSTRUCTION SPECIFICATIONS: C.10.1-FLOOR STRUCTURE: The floor shall be designed to support a live load of 300 pounds per square foot minimum. A subfloor of 3/4-inch, minimum, wafer board or plywood shall be secured to the concrete. 1/8-inch vinyl tile with a baseboard shall be installed over the subfloor. The sub-floor and vinyl tile shall be level. Exterior joints/seams shall be guaranteed weather, insect and rodent proof. C.10.2- WALLS STRUCTURE: The walls shall be designed to support a load of 300 pounds per square foot minimum. A minimum of 3/4" plywood shall be attached to the concrete to allow securing of equipment. The plywood shall be covered with 1/2" fire code sheetrock or some other fire rated material. These materials shall be completely finished. Exterior walls shall be finished in aggregate or architectural ribbing. Exterior joints/seams shall be guaranteed weather, insect and rodent proof. All interior walls and seams shall be completely finished. C.10.3-ROOF: The roof shall be designed to support a live load of 300 pounds per square foot minimum. The roof shall be slopped to allow proper drainage. Ceiling shall have 3/4" plywood covering the concrete. The plywood shall be covered with 1/2" fire-code sheetrock or some other fire rated material. These materials shall be completely finished. All exterior joints and/or seams shall be guaranteed weather, insect and rodent proof. All interior seams shall be completely finished. The roof shall be completely weather proof. C.10.4-DOORS: There shall be two (2) steel doors that are 3-feet in width and 7-feet in height minimum (door locations to be given after contract is awarded). The door shall be painted to match the exterior trim of the shelter, with high quality paint. A dead bolt lock and doorknob lock shall be installed. All locks on the shelter shall be keyed the same. Door frames shall be cast into the concrete wall to prevent water leaking into the shelter. A drip lip cap shall be installed above each door. All joints/seams shall be guaranteed weather, insect and rodent proof. There shall be an outside light over each door with a day/night sensor. C.10.5-FOUNDATION DESIGN: If a foundation and/or footing is required it shall be designed by the contractor, and must comply with zone 4 earthquake ordinances. YPG shall install foundation and/or footing per contractor's design specifications. C.10.6-WIRING: All wiring shall be mounted in conduit and wireways in full compliance of ANSI/NFPA-70, the National Electrical Code, current revision. C.10.7-WEATHER RESISTANCE: The shelter shall be completely weather, insect and rodent proof. All joints and/or seams (wall-to-ceiling, wall-to-wall, and wall-to-floor) shall be double sealed. The shelter shall be designed to withstand winds in excess of 125 miles per hour and must comply with zone 4 earthquake ordinances. Any appreciable impairment of structural adequacy shall be cause for rejection. C.11-SHELTER SIZE: C.11.1-SIZE: Shelters are a one-room design. The shelters outside dimensions are: thirty (30) feet wide, twenty-four (24) feet in length and ten (10) feet in height. C.11.2-PREINSTALLED ELECTRICAL AND MECHANICAL SYSTEMS: a. One 200 Amp. Main disconnect with electrical kWh reading socket with a digital meter per U.S. Army standards attached to the outside wall of the shelter. b. One, 100 Amp. 120/208 Vac, three phase, 60Hz. 20 spaces with main breaker, snap-in utility power distribution panel in surface mounted enclosure with circuit breakers installed. c. One, 100 Amp. 120/208 VAC, single phase, 60Hz 20 space with main breaker, snap-in utility power distribution panel in surface mounted enclosure with circuit breakers installed. This panel will be connected by YPG to all critical equipment. d. Smoke detectors shall be installed in accordance with National Fire safety codes for this size of shelter. e. ABC fire extinguishers shall be installed in accordance with National Fire safety codes for this size of shelter. f. Lightning arrestors shall be installed in accordance with OSHA Safety codes for this size of shelter. g. Outside vertical wall mounted energy efficient air conditioning units with heater (MARVAIR COMPAC II or EQUAL). These air conditioning units shall be capable of keeping the inside temperature at 78 degrees while the outside temperature is 125 degrees at 35% humidity. No window mounted units. There shall be a lead/lag controller attached to the air conditioning units. All joints/seams shall be weather, insects and rodent proof. h. A weatherproof outside light over entrance door with day/night sensor. i. 48-inch fluorescent lights with reduced wattage, high efficient lamps, quantity of lights shall be installed in accordance to size of shelter. Shelter must also have 2 emergency lights. j. GFI duplex, 20 Amp. Receptacles installed in accordance with the size of shelter. No more than two receptacles shall be on the same circuit breaker. k. 10" x 12" cable entry with cover cast in concrete floor (1 each) plus a 24" cable tray. l. 115 feet of cable ladder m. Two wave guide openings n. Grounding of the shelter shall meet OSHA and NEC standards. o. Standard commercial operation and maintenance manuals for shelter and equipment. C.12-FIRE SAFETY CODES: Contractor shall follow the fire protection policy as stated in Military Handbook 1008, dated 31 March 1988 or latest version, USAYPG Regulation 420-10 and NFPA 101 Life Safety Code. YPG shall furnish the Military Handbook 1008 and USAYPG Regulation 420-10 to the contractor. Quantity 2 Each. All proposals shall be clearly marked with RFP number DAAD01-01-R-0001 and emailed to Cesar.Reta@yuma-exch1.army.mil no later than 2:00 PM MST, November 6, 2000. Offers that fail to furnish required representations or technical information as required by 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration.
