Description
The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with Mr. Nadarajah Sivaneswaren to produce a spreadsheet-based training product on Pavement Life-Cycle Cost Analysis (LCAA). This software will produce both the total life-cycle costs for design alternatives to a given construction or rehabilitation project and the differential life cycle costs between project design alternatives, at the analysts option. The software will provide the State Department of Transportation analysts with the information necessary to provide decision support for a design alternative. This product will be used in a training workshop to investigate the effects of different inputs to the LCCA and the underlying concepts associated with those inputs. Through market research FHWA has determined that Mr. Sivaneswaren is the only known source who can provide this spreadsheet-based training product. Mr. Sivaneswaren possesses in-depth knowledge of LCAA and was instrumental in developing the LCAA theory and the software for pavements used by the Washington State Department of Transportation. Furthermore, Mr. Sivaneswaren was part of a team that developed Demonstration Project 115, _Life-Cycle Cost Analysis in Pavement Design,_ which is a vital part of the desired training product. Because of his in-depth knowledge, experience as a Pavement Engineer at the State level, and his demonstrated knowledge of LCAA, he is the only known source that can produce the spreadsheet-based training product in a timely and cost-effective manner. This requirement is 100% small business set-aside. Any other responsible sources who possess in-depth knowledge of LCAA may respond by November 10, 2000 with a list of their capabilities. This is a Simplified Acquisition and the anticipated award date is on or before November 15, 2000.
