- Description
- NASA/GSFC plans to issue Request for Offer (RFO)5-55404/235, on or about November 15, 2000 for the design and manufacture of the Burst Alert Telescope (BAT) Loop Heat Pipes (LHP). The BAT is one of three instruments aboard Swift, a multi-wavelength observatory with a wide-field Gamma Ray Burst (GRB) detector. Under the basic requirement, the offeror will be responsible for providing the Engineering Test Unit (ETU) consisting of one LHP and the two associated header heat pipes to be used for design verification, qualification, and ground testing only. In addition to the LHP and header heat pipes, the ETU should include four thermal masses that will be used with both the ETU and the flight LHP's, and four constant conductance heat pipes to connect between the thermal mass and the other components. The radiator panel and the Detector Array Plate (DAP) embedded constant conductance heat pipes are not part of this procurement. In addition, fasteners to mount the LHP and header heat pipes to the BAT instrument will be supplied by GSFC. The contract will include an option for two flight LHP's and four associated header heat pipes. In addition, the method of mounting the LHP evaporator assembly to the BAT DAP shall be designed by the vendor and provided with the flight hardware. The acquisition will be conducted using NASA MidRange procedures found in NASA FAR Supplement Part 1871. The solicitation due date will be on or about December 30, 2000. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. A cost-plus-fixed-fee contract is contemplated. The NAICS Code and Size Standard are 541710 and 1000 employees, respectively. All qualified responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
