Description

The Western Regional Air Partnership (WRAP) will be conducting regional haze analyses over the Western United States in support of State and Tribal Implementation Plan (SIP and TIP) development pursuant to 40CFR 51.308 and 51.309. The WRAP is proposing a two-pronged approach to this analysis, using two modeling tools. The first tool and approach will be to use the Regulatory Modeling System for Aerosols and Deposition (REMSAD) to provide analyses relevant to the development of Section 309 SIPs and TIPs, due in 2003. The second tool and approach is to use the Models-3/CMAQ system to provide detailed analysis for the development of SIPs and TIPs under section 308, which will be due in 2008, but also to provide detailed comparisons to the work done with REMSAD for the Section 309 SIPs and TIPs. The WRAP will be forming a Regional Modeling Center (RMC), primarily staffed by WRAP stakeholders, to ultimately perform these analyses. However, time is short to achieve some of the needed analyses. This RFP is intended to provide initial modeling analyses to the WRAP for decisions that need to be made in the short term, as well as provide model applications that the RMC can build upon in future applications. An essential, integral part of this solicitation is technology transfer to the RMC.
