Description
The U.S. Environmental Protection Agency intends to issue a sole source procurement with Building Owners and Managers Association(BOMA) 1201 New York Avenue, NW Suite 300 Washington DC 20005. STATEMENT OF WORK (ABSTRACT) EPA proposes to collect data from building owners and managers on their implementation of IAQ practices. This survey will allow EPA to determine the extent to which elements of the "Building Air Quality: A Guide for Building Owners and Facility Managers" (BAQ) guidance have been incorporated into building-management practices throughout the United States. The Agency also wishes to determine what barriers to implementation, if any, have been incurred by building owners and managers. These data are essential for measuring the effectiveness of EPA's efforts to encourage good IAQ-management practices in large buildings against the Agency's established Government Performance and Results Act (GPRA) goal. By the year 2005, EPA wishes to demonstrate that five percent of large buildings use IAQ-management practices consistent with EPA guidelines. The Agency has defined large buildings to be those over 50,000 square feet. To determine its success in achieving this goal, EPA intends to survey owners and managers of commercial and government-owned office buildings greater than 50,000 square feet on a variety of IAQ practices. The Agency, through its contractor, will mail a survey booklet and instructions to approximately 4,150 building owners and managers. Building owners/managers will be given up to 30 days to respond. At the end of this period, follow-up phone calls to non-respondents will be made by EPA, and a reminder letter and survey booklet will be sent out to the non-respondents. EPA expects to receive approximately 3,112 returned surveys. Contractor will be responsible for populating the database and setup for data collection; survey booklet design; pre-survey notification letter; initial survey distribution; survey colletion , data entry and QA; survey report and data analysis; and a summary report. SOLE SOURCE JUSTIFICATION U.S. EPA believes that BOMA is the only organization which possesses the number of constituents and degree of knowledge to carry out this project and achieve a response rate of at least 75%. BOMA possesses a strategic alliance with the building owner and manager community that EPA is targeting with this survey. BOMA has access to the membership mailing lists from the two trade organizations whose members this survey targets. Those organizations are Building Owners and Managers Association and the International Facility Managers Association. Any organization or company that feels they can perform the above stated work and meet the specifications as described should submit a capabilities statement (NOT A PROPOSAL/QUOTE) to the Contracting Officer at the E-mail address listed below or via Fax to 202-565-2554.
