Description

MODIFIED SOLICITATION NOTICE: This Solicitation is advertised as UNRESTRICTED. This project is for the repair of Runway 06-24 at North Field. The repairs consists of providing a substantial overlay of Portland cement concrete and asphalt concrete on the entire length of the main runway, the addition of airfield lighting and repairs to portions of the runway base and drainage system. This project will require the shutting down of the main runway at North Field, which will limit training flights and therefore will require expeditious execution of the contract. The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to this solicitation will be the "BEST VALUE" to the Government, price and technical factors considered. This procurement will be evaluated on: (A) Past Performance, (B) Small Business Subcontracting Effort, (C) Technical Qualifications, (D) Management and Controls and (E) Price Proposal. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms.
