- Single Engine Turboprop Utility Aircraft The Drug Enforcement Administration (DEA) has a requirement for a single-engine turboprop utility aircraft. At time of delivery of the aircraft at the contractor's facility, the aircraft shall be in flyaway condition. Aircraft specifications shall include, but not be limited to, the following: Federal Aviation Regulation Parts 21, 23, 33, 36, and 43, which shall be applicable to the aircraft in order to obtain Federal Aviation Administration (FAA) certification; ARINC Characteristics 561; Code of Federal Regulations 40; and, FAA Advisory Circular 90-45A. GENERAL REQUIREMENTS: Typical flights will be medium range (400-800 nautical miles). The aircraft shall be FAA certified with a FAA Supplemental Type Certificate (STC) on any non-standard options. The STC shall cover all unique aspects of the options/integration and shall be supplemental to basic FAA Regulation Part 23 regarding certification of the standard aircraft. The Standard Airworthiness Certificate and STC shall be the requirements for this aircraft. SPECIFIC REQUIREMENTS: The aircraft shall be a single engine turboprop utility. The aircraft shall be certified for VFR day, VFR night, IFR day (including CAT1 approaches), IFR night (including CAT1 approaches), and flight into known icing conditions. Aircraft must include an Environmental Control System (ECS) that is capable of maintaining cabin pressurization of 8,000 feet at operating services altitude and be capable of performing a variety of missions including passenger transport, cargo transport, or a combination of both. The aircraft must also be capable of soft airfield/short airfield/unimproved airfield operations; include payload of pilot and co-pilot plus up to nine (9) passengers or 3,000 lbs. cargo, or combination of passengers/cargo; and must contain passenger seats that are easily removed/installed in order to facilitate the configuration requirements of each mission. The cargo door must be a minimum size of 4 x 4 feet. The configuration to cargo or passenger/cargo combination, including cargo tie down/securing, shall be easily accomplished. The aircraft must be painted in accordance with best commercial practices utilizing a polyurethane base paint, and the aircraft shall include the following loose equipment: ground steering/tow bar; all protective covers/plugs/prop harness; and adapters required to jack, level, and service the aircraft. SPECIALIZED REQUIREMENTS: In addition to the foregoing general requirements, the following specialized requirements, to be defined in greater detail in the Request for Proposal (RFP) Statement of Work (SOW), are also required: Aircraft Flight Performance Requirements; Instrumentation Package; Communication/ Navigation Equipment; Intercommunications Systems (ICS); Auto-pilot System; and Instrumentation/Avionics. TRAINING: Pilot Training -- The contractor shall provide the necessary systems and flight training to qualify four (4) designated personnel. Aircraft Maintenance Training -- The contractor shall provide maintenance training and system operational training to qualify four (4) designated personnel. Areas of training shall include airframes, propulsion, avionics and electrical. The training provided shall be accomplished under applicable FAA guidelines. TECHNICAL MANUALS: All required manuals and handbooks shall be submitted to the designated Contracting Officer's Technical Representative (COTR) for review and approval sixty days prior to delivery of the aircraft. The manuals shall include, as a minimum: Pilot's Operating Handbook (POH); Aircraft Maintenance Manuals (AMM); Illustrated Parts Breakdown (IPB); and Structural Repair Manual. WARRANTY: The aircraft and all its parts shall be covered by the contractor's standard industry warranty for a period of at least two (2) years. Award will be based on the proposal that best meets the requirements defined in the RFP and that is determined to be the best value to the Government, price and other factors considered. Offerors will be required to provide as part of their offer a technical proposal, as well as information regarding their past performance history. The North American Industry Classification Systems (NAICS) number is 33611. Release of the RFP is anticipated on or about November 28, 2000.
