- Description
- The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is seeking sources to competitively provide winches for use with a side scan sonar onboard U.S. Navy ships. The Government intends to purchase a first article winch with an option to purchase five (5) additional winches after a period of testing and evaluation. It is anticipated that delivery of the first article winch would be ten (10) weeks after award of a contract. The basic minimum performance requirements for the winch are as follows: * The winch must be a stand alone, self-contained unit except for power and remote control. The winch shall have a single drum, local and remote controls, level wind, and all accessories necessary for operation, exclusive of power. * The winch must have a line pull of 4000 lbs at winch speeds of 100 fpm (+30%/-10 %) and 25 fpm (+40%/- 20%) at the drum diameter. The winch shall slip at a tension of 4500 pounds (+/- 10%), and reset when the tension drops below 4500 pounds (+/- 10%). * The winch must have a line capacity of 1500 ft of 1/2 inch nominal diameter single coaxial transmission cable. The minimum drum diameter shall be 20 inches. * It is highly desirable that the winch be fabricated from nonmagnetic and inherently corrosion resistant material where practical. * The winch must have both local and remote operation. The remote control unit must interface to the winch via non-proprietary RS-422 serial interface. * The winch must have a level wind. The level wind must be maintained for all operating tensions including slack cable. * The winch must have both a scope and tension metering system installed. The scope and tension must be output via non-proprietary RS-422 serial interface. * The winch must be slip ring compatible. * The winch must have a minimum service life of ten (10) years. * The weight of the winch must be minimized. * The winch must be designed to minimize the space envelope required for the winch. * The winch must operate on power of 460/230 VAC (+/- 10%), 3 Phase, 60 Hz. * The winch must be equipped with four lifting eyes. * The winch must be painted Haze Grey and designed to operate at sea on an open deck with exposure to sea water. Interested sources on this requirement will be required to: * Demonstrate the capability to provide all necessary services and facilities to complete acceptance testing of the winch. * Provide a technical manual, specification sheet(s), or brochures that completely describe the specifications, routine maintenance, operating procedures, and physical / functional descriptions of the winch. Complete and detailed documentation demonstrating the company's product and capability as detailed above must be provided for evaluation no later than 30 November 2000 to: Coastal Systems Station, Code SP10, ATTN: Mark Ross, 6703 West Highway 98, Panama City, FL. 32407-7001. This is a Sources Sought Synopsis only, not a solicitation. When and if a solicitation is developed as a result of this synopsis, it will be advertised in the Commerce Business Daily as prescribed by FAR 5.201.
