- Description
- FSC 4320 -- PUMPING EQUIPMENT AND ACCESSORIES -- The St. Paul District proposes to acquire, by commercial item procedures, various quantities of sump and stormwater pumps/accessories in sizes ranging from 500 GPM to 15,000 GPM under a negotiated Firm Fixed Price supply contract. The requirement includes erecting engineer services and manufacturer's field site services for pumping station startup. FOB Destination Grand Forks, ND and East Grand Forks, MN. Award selection will be based on the lowest priced offer found to be technically acceptable. The technical criteria will be defined in the solicitation and must be addressed by the offerors in their technical proposals. Estimated order of magnitude of the requirement is between $1 million and $3 million. North American Industry Classification system (NACIS) Code is 333911; Small business Size Standard is 500 employees. In the event the selected offer exceeds $1,000,000 and is from a large business, it will be necessary for that firm to submit a subcontracting plan that is acceptable to the Government prior to award. For the purposes of formulating a subcontracting plan, in the event one is necessary, the following subcontracting goals are provided for the offerors' information: Small Business-61.4%; Small Disadvantaged Business-9.1%; Veteran-Owned Small Business-3%; Women-Owned Small Business 5%; and Subcontract Reporting (SF294 & 295)-100%. These are goals, not quotas. Each subcontracting plan will be evaluated on its own merits and take into consideration the subcontracting opportunities available for this type of work. The solicitation is expected to be available on November 15, 2000, with offers due December 8, 2000. The official solicitation is available only by CD-ROM. Ordering of the CD-ROM shall be made by registering via the St. Paul District web site at www.mvp.usace.army.mil (click on "Contracting" then "Bid Solicitations").
