- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-01-R-0005 is hereby issued as a request for proposal (RFP). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19 and DCN 20001001. The North American Industry Classification System (NAICS) Code for this procurement is 334417 and the size standard is 500 employees. This requirement is for the following CLIN 0001 100 each MINM-18-FCRL and CLIN 0002 100 each MINM-3FO-FCRL titanium connectors, Brantner & Associates, Inc. P/N's 7230-105 and 7230-104B, including options to purchase additional 50 units each. This requirement is issued on a sole source basis to SEA CON/Brantner & Associates, Inc., 1240 Vernon Way, El Cajon, CA 92020-1874. See Note #22. This requirement is being issued to significantly upgrade the acoustic performance, signal processing, command/control, and navigational capabilities of designated submarine platforms. The components will be utilized in the assembly of High Frequency Sail Arrays (HFSA's) which provide part of a submarine's sonar capability. The HFSA is part of Phase IV of the Acoustic Rapid Cots Insertion (ARCI) program. The HFSA provides SSN 6881 and NSSN class submarines with the ability to detect and avoid mines, and to display a three dimensional image of the sea floor and/or the sea surface for navigational purposes. The titanium connectors must meet form, fit and function of the HFSA assemblies for the designated submarine platforms. Open competition for the procurement of these connectors would require that the Government do the following: develop a specification for each of the two types of connectors, fabricate 2 each HFSA Hydrophone Modules for First Article environmental testing, and perform First Article environmental testing. Due to the costs associated with these tasks, open competition for these connectors would not be cost effective for the Government. Delivery is required F.O.B. Destination with delivery of first 20 units due within 12 weeks after award. Additional 20 units each are due every 4 weeks following with the final delivery being due 28 weeks after contract award. Final inspection will be at NSWC Crane, IN. Selection for award will be based on past performance and price. Offers that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number.
