- Description
- The Precision Strike Systems Program Office Container Integrated Product Team (IPT), Air Armament Center (AAC), Eglin AFB, Florida, plans to contract for initial provisioning spares for the CNU-617/E Conventional Air-Launched Cruise Missile (CALCM) shipping and storage container. It is our belief that only Advanced Industries, Odessa, Missouri, can supply these items based on the limited quantities needed. The provisioning items must be available to support operational delivery dates no later than June 01. The successful contractor must be able to provide all of the following items: P/N 9925183, Gasket, 20 each; P/N 9925103, latch assembly, 100 each; P/N 879310-90, pressure relief valve, 10 each; P/N 9925184, porthole gasket, 100 each; P/N 9925173-01, cradle assembly rubber pad forward, 100 each; P/N 9925173-03, cradle assembly rubber pad forward, 100 each; P/N 9925167-01, cradle assembly rubber pad aft, 100 each; P/N 9925167-03, cradle assembly rubber pad aft, 100 each; P/N 9925195, missile drawbolt, 50 each; P/N 9925180, adapter pin, 10 each; P/N 9839584, side lift ring 3 inch, 30 each; P/N 9925194, side lift ring assembly, 30 each; P/N 9925145, latch tool, 15 each. The part numbers are identical to the drawing numbers. Distribution of the Technical Data Package (TDP) is restricted to qualified U.S. contractors who have registered with, and are certified for access to DOD Scientific and Technical Information (STINFO) and export controlled information by the United States/Canada Joint Certification Office, Defense Logistics Service Center, Battle Creek, MI 49016-3412, 1-800-352-3572. Certification is accomplished using DD Form 2345, Military Critical Technical Data Agreement. You may contact Ms. Charlotte Puthoff, (850) 882-8515 ext. 2123 for information concerning the drawing package. This package was released to potential offerors of the CNU-617/E shipping and storage container in Jun 2000, RFP F08635-00-R-0045. The Technical Data Package is in AutoCad 14.5 format. The anticipated contract type is Firm Fixed Price (FFP). We reserve the right to make this acquisition a small business set-aside based upon responses to this synopsis. The North American Industrial Classification System for this acquisition is 332721 (500 personnel). Interested firms should submit a Statement of Capability (SOC) within 15 days of this announcement. Submit the SOC to Ms. Stacey Hughes, AAC/WMGK, 102 West D Avenue, Suite 300, Eglin AFB FL 32542-6807. The SOC must include, but is not limited to, successful experience or capability as a prime contractor in the following: (1) subcontract/vendor management, (2) delivery of ancillary parts that comply with TDP specifications, SOC will provide details into offerors process, and list of his (3) identification of suppliers for the different category of spares including the alternate sources for each item identified on the drawings. (4) Familiarity and experience in building hardware requiring the use of Geometric Dimensioning & Tolerancing (GD&T) per ANSI Y14.5M-1982 or ASME Y14.5,(5) A quality and configuration management system that meets industry or military standards and is certified by a competent authority. (6) A description of contractor proposed packaging and marking. (spares packaging is not defined in the TDP). Quantity of packaging shall be 1 each per pack . Respondents to this notice will not be notified of evaluation results. After the SOCs have been screened, the final solicitation will be issued to those prospective sources that, in the sole judgment of the purchasing activity, have the capability to successfully fill the program requirements. Firms responding to this synopsis should state whether or not they are a small business concern or a small disadvantaged business concern as defined in Federal Acquisition Regulation (FAR) 52.219-1 and FAR 52.219-2. Direct all requests for solicitations and routine communication concerning this acquisition to Ms. Stacey Hughes, Contracting Officer, (850) 882-8515, Ext. 2131 or Ms. Charlotte Puthoff, at Ext 2132, for contracting matters, and Mr. Henry Whitley, Program Manager, (850) 882-4609, Ext. 214, for technical matters. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager previously identified.
