Description
Pursuant to FAR 19.5, the Peace Corps is soliciting proposals from small business to screen approximately 8,000 Peace Corps applicants per year and assess the dental conditions of approximately 7,000 Peace Corps Volunteers serving in more than 75 countries worldwide. This competition amongst small businesses will be conducted under the guidance of FAR Parts 12 and 15. The North American Industry Classification System (NAICS) for this acquisition is 621210. The Contractor shall be responsible for the following tasks: Evaluating applicant dental records and making a clearance recommendation in accordance with Office of Medical Services (OMS) dental screening guidelines; Reviewing requests for consultation from PCMOs (_field consultations_) and recommending management of the dental condition; Reviewing the dental records of selected former Volunteers for purposes of determining coverage under the Peace Corps Act and the Federal Employees' Compensation Act (FECA). Work will be performed at the contractor's facility. Frequently the Contractor will be required to be in Peace Corps offices for consultation with OMS staff and review of cases. The goal of dental screening is to clear applicants who reasonably can be expected to be able to maintain their dental health status for the following two-three years with limited, if any, access to dental care. Requirements of the Contractor: The Contractor compares the applicant dental information with the dental screening guidelines and takes one of the following actions: Incomplete information is prepared for return to the applicant (i.e., no x-rays); Clears applicant based on complete information adhering to screening criteria; Defers the applicant (pending receipt of documentation of the completion of the dental work needed to meet screening criteria) and prepares instructions to applicant about requirements for dental clearance (i.e., restoration required). The RFP is anticipated to be released on November 16, 2000. All requests for the RFP shall be in writing to the POC listed below, and shall provide the prospective Offeror's phone and fax number, email address, and a statement verifying that they are a small business and thus eligible to compete for award. Electronic transmission shall be the preferred method of distribution of this RFP. Hard copies of the FRP will be distributed only upon specific written request. All questions related to the RFP itself must be received in writing no later than November 17, 2000 in order to receive a response prior to the closing date of December 01, 2000.
