Description

The U.S. Department of Energy (DOE) solicits proposals for design, construction and operation of facilities to convert its inventory of depleted uranium hexafluoride (DUF6 ) to a more stable form. The Department maintains approximately 700,000 metric tons of DUF6 in some 57,000 cylinders stored at its Paducah, Kentucky; Portsmouth, Ohio; and Oak Ridge, Tennessee sites. This DUF6 conversion project will entail design, construction, and operation of DUF6 conversion plants to be located at the Portsmouth and Paducah sites; the maintenance of the cylinder inventory (beginning one year prior to conversion plant operation); transportation and disposition of the conversion end product; and disposition of empty DUF6 storage cylinders. The DUF6 conversion project will be structured around a cost-type contract financed by government appropriations. The Department is open to all technical approaches and final product forms. The Department has not preselected a site for the disposal of conversion product not used for other purposes, but will evaluate the cost of non-federal sites against known federal sites. An environmental impact statement will be required to analyze any proposed approach for conversion and disposal. The prime contractor will be expected to award competitive subcontracts to the extent practicable. The term of the contract will cover the design effort, the construction effort, and five years of operations. All proposals must be submitted by February 1, 2001. The contract is expected to be awarded in July, 2001. A preproposal conference will be held at the Sheraton Suites Lexington in Lexington, KY, at 8:30 a.m. Eastern Time on December 8, 2000.
