Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Request for Quotation; an offer or quote is being requested and a written Request for Quotation will not be issued. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 utilizing the procedures of FAR Part 13. The Request for Quotation (RFQ) number is N00140-01- Q-N616. The provisions and clauses incorporated into this document are those in effect through FAC 97-20. The SIC Code is 8299. FISC Norfolk Detachment Philadelphia intends to acquire advanced interdisciplinary professional training and education in forensic interview techniques for the Navy's Family Advocacy Program (FAP) to assist counselors and Navy law enforcement personnel in evaluating possible child abuse victims. The subject acquisition is set aside 100% for small business. Award of a Firm Fixed Price Purchase Order is anticipated. The Statement of Work is as follows. The Navy has been tasked with providing Family Advocacy training for the identification, treatment and prevention of child and spouse maltreatment and identification of at-risk families to Navy FAP personnel. The Contractor shall provide a Forensic Interview Training Clinic which consists of four components: (1) didactic presentations; (2) a child interview practicum; (3) a role-play practicum, and (4) a Mock Court. Following are brief descriptions of each component. (1) Didactic Presentation -- The Contractor shall provide a series of lectures, audio/video presentations, and experiential exercises which focus on topics related to models of methodology of forensic interviewing, the latest research findings, medical and clinical aspects of assessment, law enforcement perspectives on investigation, aspects of difficult cases, and associated legal and court-related issues. Subject training shall be tailored to individuals with little or no experience in interviewing children for forensic purposes. Various topics shall include: Linguistics, suggestibility, developmental stages, and memory of children; cultural considerations; and interviewing techniques. (2) Child Interview Practicum -- The Contractor shall provide practicum leaders that possess specific expertise in the area of forensic interviewing of children that have been exposed to child abuse/neglect. The goal of this practicum experience is to provide an opportunity to practice interviewing techniques with children of various ages. Child actors should be given appropriate non-abuse related scripts to achieve the goals of the practicum. The practicum interviews by training participants shall be transmitted via closed circuit television into adjoining observation rooms. Small groups of 6 to 8 Navy FAP training participants will view the interviews on monitors. The Contractor shall provide each participant with a blank video-tape. Each interview shall be video taped so participants can take their videos with them at the end of the training and to be used in "Mock Court". Fifteen minutes peer and practicum leader review and critiques shall follow each interview. Navy participants shall work with at least 4 different practicum leaders, to gain various approaches and perspectives of these professionals. The contractor shall comply with Federal and State labor laws for the hiring and employment of child labor and cooperate with Federal and State agencies responsible for enforcing such child labor requirements. (3) Role Play Practicum -- The Contractor shall be responsible for providing a sufficient number of adult actors who have been scripted with information and scenarios appropriate to training in forensic interviewing techniques. Training scenarios should include information and situations from actual child sexual abuse cases. (4) Mock Court -- The Contractor shall provide professional personnel with expertise in judicial and expert witness matters and adequate space to conduct a mock court. This process will increase familiarity with trial tactics and the role of the expert witness. It will also provide the experience and opportunity to observe interviewers as they explain and defend forensic interviewing techniques. Segments of videotaped interviews conducted during the week shall be used to emphasize forensic issues, illustrate interviewer errors and common defense tactics. Critique shall be offered from defense and prosecution perspectives. Professionals involved in conducting the mock court segment will preview student tapes and select examples for participation in a practice exercise. Individuals whose interviews were used for samples will practice providing testimony, that is cross-examined and rehabilitated from defense and prosecution perspectives. Certificates of course completion shall be issued to clinic participants at that time. The Contractor shall provide personnel to include child/adult actors and professional staff with experience in forensic assessment, investigation, judicial and legal expertise in the field of child maltreatment. The Contractor shall likewise provide all equipment and a training facility/meeting space to include at a minimum the following: (1) a main meeting room capable of accommodating 70 people in a class room style setting, Monday through Friday; (2) 5 main interview practicum rooms with adjoining observation rooms, Monday through Thursday; and (3) a parent/actor waiting room. The training facility/meeting space shall be able to lodge 56 Navy personnel participants. Local area restaurants shall be within walking distance of the training facility/meeting space. Navy participants will be responsible for payment of lodging fees. The Contractor shall provide up-to-date information on methods and techniques of forensic interviewing of children. The Contractor shall provide multidisciplinary hands-on training in victim and witness forensic interviewing techniques for routine and complex child abuse cases. The Contractor shall provide participants copies of speaker handouts. The Navy reserves the right to integrate Navy-specific consultants into their curriculum where deemed necessary. For example, an active duty attorney may be asked to provide oversight of the mock court to interject legal opinion unique to the military environment. The Forensic Interview Training Clinic shall be a 5-day, 40-hour course and shall be conducted from 08 January 2001 through 12 January 2001. The Contractor shall provide site inspection, meeting facilities; consultant personnel; staff travel; child/adult actors and their agent fees; speakers, their travel costs, and any honoraria fees; communications, printing costs, shipping and supplies, and audio-visual equipment. The contractor shall be responsible for providing morning and mid afternoon refreshments. The Contractor shall negotiate the rate for lodging for Navy personnel to be provided at or below the local per diem rate, as published in the Joint Travel Regulations (JTR). DELIVERABLES include the following: (1) Copies of speaker handouts and audio-visual presentations due to Navy Personnel Command, PERS-661 by 15December 2000; (2) Provide a written summary of the training critiques to the Navy Personnel Command, PERS-661, 5720 Integrity Drive, Building 768, Room N-106, Millington, TN 398055-6610 within 30 days after training; and (3) Provide a list of professionals who will be providing the training to PERS-661 by 15 December 2000. The period of performance for the resultant order is 08 January 2001 through 12 January 2001. The offeror is to price the following: CLIN 0001 -- Forensic Interview Training Clinic Services To Be Performed In Accordance With the Statement of Work For The Period Of 08 Jan 01 Through 12 Jan 01 -- 1 LOT. Inspection and Acceptance shall be performed at destination by the receiving activity, Navy Personnel Command (NAVPERSCOM). The following FAR provisions and clauses apply to the procurement and are incorporated by reference: FAR 52.212- 1 "Instructions to Offerors-Commercial Items"; FAR 52.212-3 "Offeror Representations and Certifications -- Commercial Items"; FAR 52.212-4 "Contract Terms and Conditions -- Commercial Items", FAR 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items" (a)(1) and (2) and (b) (11) -- (15) and (23). The following DFARS provisions and clauses apply to this Request for Quotations and are incorporated by reference: DFARS 252.212-7000 "Offeror Representations and Certifications- Commercial Items". The Government will award a purchase order resulting from this procurement to the responsible quoter whose offer will be most advantageous to the Government, price and other factors considered. The following factor, in addition to price, will be used to evaluate offers -- Past Performance. The quoter shall describe its past performance on similar contracts it has held within the last five (5) years which is of similar scope, magnitude and complexity to that which is detailed in the Request for Quote, or affirmatively state that it possesses no relevant directly related or similar past performance. The quoter should provide the following information regarding its past performance: (1) Contract Number(s); (2) Name and phone number of a point of contact for the government or commercial entity for which the contract was performed; dollar value of the contract; and (4) detailed description of the work performed. Past performance is considered more important than price. At a minimum, the vendor should provide this office with the following: a priced offer on letterhead for the requested items with unit price, extended price, precise location where the Forensic Interview Training Clinic is to be held, meeting facility accommodations to be utilized, negotiated lodging rate for Navy attendees, past performance information, and completed copies of FAR 52.212-3 and DFARS 252.212-7000.
