Description
The work is to be performed upon the U.S. Army Corps of Engineers Survey Vessel "HUDSON": Length, overall -- 52'; Beam 14'-3"; Displacement, light -- 18.5 long tons; Max. Draft, loaded -- 4'-1"; Propulsion -- (2) Detroit Diesel 6-71's; Hull Form Monohull; Material -- Steel hull, aluminum house; Pilothouse and Cabin (combined) -- 28' x 10' (appx.); Propellers -- (2) 28D x 27P, 3 Blades. The work consists of hauling the vessel out of the water, cleaning and painting portions of the exterior and interior and performing various hull and mechanical repairs required by these specifications. The contractor is responsible for all work attendant to or made necessary by the work of these specifications including moving of the plant while in his/her possession, rework and/or restoration of newly constructed or existing parts of the vessel disturbed by any activity in connection with these specifications and supplying of all necessary utilities, electricity, heat, energy, water, waste disposal, temporary protective/security measures and enclosures and any other means necessary for the completion of the work of these specifications. All work performed under these specifications shall conform to the best modern marine practice and to all requirements of the American Bureau of Shipping (ABS), Title 46 Code of Federal Regulations, Subchapter "T", "Vessels", as administered by the U.S. Coast Guard (USCG) and all pertinent regulations of the Occupational Safety and Health Administration (OSHA). The contractor must perform all work at his/her own yard or a yard facility contractually dedicated to the performance of work under this contract. The government will deliver the vessel to a distance not more than 35 miles from Caven Point Terminal, Jersey City, N.J. The completion time is 30 days from notice to proceed. This is a small business set-aside, SIC 4499, with a size standard of no more than $5MIL gross revenues averaged over the past three years. If acceptable bids are not received from small businesses, bids from large businesses will be reviewed. The estimated value is $30,000 to $50,000. Prior to any award, the successful bidder will be required to enter into a "Master Agreement" for Repairs and Alterations of Vessels. Bidders that entered into the Master Agreement prior to this solicitation need not comply with this requirement.
