Description

The Contractor shall provide all labor, supervision, transportation, equipment, tools, and incidental supplies necessary to perform a slope stability analysis on the Celina Lake Dam on the Tell City Ranger District of the Hoosier National Forest in Perry County, Indiana. The work will include Field Exploration (Hollow-Stem Borings, Rock Coring, Split Spoon Samples, Shelby Tube Samples, Casagrande type Piezometers, etc.); Laboratory Testing (Soil Classification Tests, Consolidation-Undrained Triaxial Tests, Mositure Content); and Analysis, Reports and Meetings with Forest personnel. Offerors will be required to submit completed Standard Form 254, Architect-Engineer and Related Services Questionnaire and Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project along with the Request for Quotation package and any additional information which addresses the following evaluation criteria and the requirements of the project. Evaluation Criteria include: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Location in the general area of the project and knowledge of the locality of the project. It is anticipated that award will be made based on the initial submittals by the offerors including the SF-254's, SF-255's and RFQ packages without discussions. Award will be made based primarily on the technical evaluation with pricing being a secondary factor. This project is being solicited using the Request for Quotation (RFQ) format and is set-aside for small business concerns. The estimated price range for this project is less than $50,000.
