Description
POSTALCAD SUPPORT AND DEVELOPMENT PREQUALIFICATION QUESTIONNAIRE The US Postal Service is interested in securing continuation of support and development for its Postal Computer Aid Design (PostalCAD) mapping systems. PostalCad is an AutoCad-based software application for the architectural, operational and equipment design, and layout analysis of postal facilities which was developed for the USPS. The supplier will design, develop, support and execute AutoCAD and AutoCAD/Map solutions using AutoCAD 2000, AutoCAD/Map 4.0, Visual Basic, C++, MS Access, and MS Excel. The supplier must be able to supply technical support for PostalCAD users for specifically designed programs and routines in the programs listed above, as well as create and document new programs and routines on and AutoCAD/Map 2000 platform. Technical support includes; telephone and bulletin board system 40 hrs per week, On-site support 40 hrs per week, Administration 40 hrs per week, and Management 20 hrs per week. The supplier will be required to prove their background in software development. The supplier will be required to meet weekly with Engineering representatives or contract officer representative at the USPS Engineering facility located in Merrifield, VA. The cost of meeting with USPS staff will be considered in the pricing structure in the final request for proposals. Suppliers should consider locations within the Washington, DC metropolitan area. The supplier will also be required to be the prime contractor for all AutoCAD and AutoCAD/Map development, database development, help desk operation, and training. It is a requirement that these tasks be performed by the prime contractor and at the prime contractor location. The exception to location is only for training. The supplier will be required to train US Postal Service employees in AutoCAD and PostalCAD at a location agreed upon by the USPS and the supplier. The supplier will be required to train using their own equipment. It is required that training be taught by the prime contractor. Training will include AutoCAD and PostalCAD. The suppliers will be evaluated on their responses to the questions and on any information known by the USPS or general public. The questionnaire will be evaluated by a technical team in accordance with the following factors: The first five questions are of equal value and considerably higher value then the last five questions which are also of equal value. Only the most qualified of the prequalified suppliers will receive a Request for Proposal (RFP) which will result in an Indefinite Delivery Indefinite Quantity (IDIQ) contract. Describe how your firm has employed simplistic AutoCAD tools for a user to perform a series of commands using a "one-key" command. Give at least three different examples. 2. Describe your experience linking a database such as MS Access to objects in AutoCAD/Map. 3. Based on the following scenario: "A measurement-tool has been developed to find the shortest route through an infinite number of pathways. The pathways may or may not cross a finite number of junctions. Each junction contains seven different variables that add to one junction-number, either positive or negative for that junction. Each junction may increase or decrease the wait time -- dependant only on the junction, not on any pathway. The resulting trip down any pathway would include the total pathway travel time based on a standard rate of travel; plus the junction-number(s) representing a period of time." Describe the methodology and resources you would use to interface with the user to obtain the junction-number. You must identify what you are asking the user for, and what information you are providing the measurement-tool. Do not provide any source code. Your response should be in a paragraph form and as few sentences as possible. 4. Describe in some detail an application for the program AutoCAD/Map within a warehouse, manufacturing, or processing environment. 5. Describe at least two solids modeling designs you have completed describing the level of complexity, the reason for that level of complexity, a description of the detail, and an electronic copy of the solids models. 6. Describe your ability and experience in training groups of students in CAD lessons and procedures. Identify the platforms used, the nature of the training, and the complexity of the training. 7. Do you maintain a repository of best practices on AutoCAD and/or AutoCAD/Map technologies that can speed the development of CAD applications. If so, please describe. 8. How do you handle system development issues such as version control, testing tools, performance issues and documentation for CAD support tools and programs? Where have you used these tools? 9. Do you have experience working on -- Windows NT platforms? -- Windows 95/98 platforms? -- Windows 2000 platforms? If so, explain you involvement working on each platform. 10. What training do you have in place for your personnel resources that can be utilized to address the next CAD technologies, and to maintain CAD proficiency within you group?
