Description

This is a notice of intent to award a 7-year (3-year base period and four 1-year option periods) sole source contract to KPMG LLP, 2001 M Street, N.W., Washington DC 20036 (DUNS 083658880 and CAGE 5D237). This is a two-part synopsis. Part 1 is to provide software maintenance and financial support services. Part 2 is to provide financial management support services outside of the KPMG software support. The Defense Information Technology Contracting Organization (DITCO), Scott AFB, IL intends to issue an indefinite delivery indefinite quantity (IDIQ) contract to KPMG LLP for the following. Part 1: The Contractor shall provide support for the Financial Management Systems Software (FMSS) in use by Defense Information Systems Agency (DISA) worldwide. Support to be provided shall include: Direct support of the proprietary software and other services as specified in the following areas: purchase and adaptation of proprietary software; adaptation, development, and/or interface of other agency or federal system/data sources to existing agency software/data; data conversion software and support; and all other actions necessary to support DISA activities in installing and successfully implementing and operating the KPMG proprietary software in their environments. The financial support services to operate FMSS software shall include: software support; automation support; studies and evaluations; business process improvement services; financial accounting services; application analyses; design; programming: implementation; financial reporting; and customized training, for the contract period. The Financial Management Systems Software (FMSS) currently licensed to DISA includes the Federal Financial Accounting and Management Information System, Version 4.0 (FAMIS), Performance Asset Management System (PAM), and the Performance Budgeting System (PBS). The FMSS Software is commercial off-the-shelf financial management, accounting, budgeting, property management and inventory control proprietary software from the contractor, KPMG, designed to function together as a core management and information system. The software is benchmarked and certified as compliant with the Joint Financial Management Improvement Program (JFMIP) core financial requirements. Part 2: Along with the software support services above, DITCO intends to also request other financial management services from KPMG for the following types of support. The types of support may include: Strategic Planning; Concept Development and Requirements Analyses; Rate Development; Economic Analyses; Financial Operations Support; Financial Management Reporting; System Designing, Engineering and Integration Support; Overall DISA, DOD, and/or Federal Business Process Analyses; and Support for the Implementation of Overall DISA, DOD, and/or Federal Business Process Improvements. These support services are outside the scope of the proprietary software support and inter-related services of the contractor, KPMG. The services can be provided by either the contractor, KPMG, or other service source. Companies who feel they can provide Part 1 or Part 2 financial management support as outlined in this CBD must submit a capabilities statement to DITCO/DTS6 NLT 6 Dec 00. Your statement should include your business size, past performance examples, and a maximum two-page statement of services your company can perform. Part 1. We anticipate using North American Industry Classification System (NAICS) Code 541211 Offices of Certified Public Accountants, size standard of $6M. Part 2.
