Description

This is a Sources Sought announcement only. This synopsis is issued for the sole purpose of the 55th Contracting Squadron to conduct Market Research in accordance with FAR Part 10. This effort is to seek qualified sources capable of providing engineering services to provide maintenance and enhancement of Automated Window Planning Systems (AWPS) software. The Government anticipates issuing a Request for Proposal (RFP) for performance over a five-year period. This period will be the base year FY 02 contract and will include options for the following four fiscal years (FY03 through FY06). Logicon, Inc. developed AWPS for U. S. Strategic Command (USSTRATCOM), Plans and Policy Directorate (J5). AWPS is a window driven graphical user interface with data management and analysis capabilities used to support nuclear weapons employment plan development. AWPS is a UNIX workstation based program that provides plan review and analysis capabilities, mapping, damage calculation, data migration, and plan maintenance. AWPS provides tools for production management, operations and quality review, damage calculations, and plan analysis. Upcoming enhancements and development projects are as follows: continuation of software improvement and maintenance efforts using C, SQL, PowerBuilder, Fortran; possible conversion of C to C++ and possible reengineering all FORTRAN applications to C++. Work effort would also include parallel prototyping to migrate from the UNIX based system to a PC-based AWPS using Windows NT, DCOM techniques, and C++. All software will be maintained and developed in accordance with DOD-STD-498, applicable AF regulations and standards, and USSTRATCOM Strategic Administrative Instructions and architectures. The contractor must maintain a SECRET facility clearance with storage capacity for SECRET documents and equipment. All contractor personnel shall be a United States citizen and possess a TOP SECRET clearance. Any contractor personnel required to work on the Strategic War Planning System (SWPS) computer system must have a TOP SECRET clearance with SBI and be SIOP/ESI briefed. The NAIC code is 541512. Request respondents capable of performing this effort furnish a capability package of no more than 10 pages no later than 20 Nov 00.
