Description
The United States Agency for International Development (USAID) Mission Guatemala/Central American Programs (G-CAP) is seeking qualified U.S. organizations interested in supporting its Democracy and Peace Objectives. The expected overall result of this program is the advancement of reconciliation and increased respect for human rights in selected geographic areas of Guatemala. The proposed four-year program is based in large part on the Report of the Commission for Historical Clarification, entitled "Memory of Silence." The program focuses on a series of activities that respond to the findings and recommendations of that Report. More specifically, the proposed program will seek to: 1) mobilize citizens to protect their human rights; 2) promote attention to mental health needs of affected populations; 3) promote dissemination of information about and remembrance of what happened during the internal war; 4) promote coordination among human rights groups; 5) and support advocacy and information dissemination efforts regarding children "lost" during the war. The geographic focus of this program will be a selected group of departments (that will be described in the RFP) located in the "Peace Zone" of Guatemala. USAID anticipates awarding a cost-plus-fixed-fee, performance-base contract for a period of four years. The Government estimate for performance of the work required hereunder will be included in the solicitation. Upon contract award, the total estimated contract cost shall be incorporated into the contract. It is anticipated that a Request for Proposal (RFP) for this activity will be published on the Internet not sooner than fifteen days subsequent to this announcement. The RFP when issued will provide the final information on the closing date. USAID encourages the participation of Small Business, Small Disadvantaged Business, and Women Owned Small Business in this activity to the maximum extent possible, as prime Contractor or Subcontractor in accordance with part 19 of the Federal Acquisition Regulation. In this respect, it is anticipated that the prime contractor will make every reasonable effort to identify and make maximum practicable use of such concerns. All selection evaluation criteria being found equal, the participation of such concerns may become a determining factor for selection. To help identify potential subcontractors, a list of all organizations requesting a copy of the solicitation will be published with the solicitation document. Organizations are encouraged to indicate whether they are Small or Small Disadvantage entities when requesting the solicitation and may indicate that they do not wish to be included on the list. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does USAID verify the claimed status of the organizations. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation document. Proposals shall include Small Business plans reflecting, to the maximum extent possible, subcontracting with the above-defined entities. The preferred method of distribution of USAID procurement information is via the Internet, Receipt of this RFP through INTERNET must be confirmed by written notification (e-mail or fax) to the contact person above.
