Description
SPAWARSYSCEN Charleston is soliciting information from potential sources for Engineering support services for Extremely Low Frequency (ELF), Fixed Very Low Frequency (FVLF), and Low Frequency (LF) transmitter stations and antennas for Submarine Broadcast Stations. The ELF/FVLF/LF transmitting stations provide the primary broadcast communications link for the command and control of SSBN and SSN submarines. Those stations were designed and constructed at various times over the past five decades. Consequently, each is unique and all are subject to problems peculiar to particular stations requiring the employment of consultants well versed in highly specialized areas of ELF/FVLF/LF transmitter, antenna, and antenna network theoretical and applications engineering. Required capabilities include the following: (1) Perform on-call problem analysis of the ELF/FVLF/LF equipment at H.E. Holt, Exmouth, Australia; Niscemi, Italy; Dixon, San Francisco, CA; Grindavik, Iceland; Awase, Okinawa; Clam Lake, WI; Republic, MI; Cutler, ME; Jim Creek, WA; Aguada, PR; Lualualei, HI; LaMoure, ND. (2) When parts are unavailable, substitute parts are to be built in order that the ELF/FVLF/LF systems will operate safely at optimum standards. (3) Design, develop, fabricate, install, and test modifications to correct or eliminate recurring failures or deficiencies in the ELF/FVLF/LF transmitting equipment or systems. (4) Review ELF/FVLF/LF transmitting systems, sub-systems and components to determine obsolete/unsupportable components and recommend supportable replacements for these components or develop procurement specifications for replacement components. (5) Design, develop, fabricate, install, and test prototype equipment necessary for proving concepts or evaluating possible changes to the ELF/FVLF/LF transmitting systems. This notice is for planning purposes only. A Cost Plus Fixed Fee contract is anticipated with a base period of one year with options to extend the term of the contract for an additional four one-year periods. Firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience. Responses must include the following: (1) name and address of firm, (2) size of business: average annual revenue for past 3 years and number of employees, (3) ownership: Large, Small, Small Disadvantaged, 8(a), Hubzone, veteran-owned and/or Woman-Owned; (4) number of years in business: (5) two points of contact: name, title, phone, fax and email; (f) DUNS Number (if available); (g) affiliate information: parent corporation, (h) a list of customers covering the past five years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference and customer point of contact with phone number. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING THE INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. RESPONDENTS DEEMED FULLY QUALIFIED WILL BE CONSIDERED IN ANY RESULTING SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO CONSIDER A SMALL BUSINESS SET-ASIDE, HUB-ZONE OR 8(A) SET-ASIDE BASED ON RESPONSES HERETO. THE APPLICABLE NAICS CODE IS 54133 WITH A SIZE STANDARD OF $20.0M. CLOSING DATE FOR RESPONSES IS 13 November 2000.
