Description
The U.S. Embassy, Lima has a requirement for a personal services contract (PSC) to provide planning, operational and logistical support and contract oversight for the bilateral counternarcotics aviation program in Peru. The PSC: (a) provides technical guidance, management oversight and oversees the activities of a management/logistics team, interfacing with all branches of USG-GOP military, police and law enforcement agencies. (b) assists in the development, coordination, organization and implementation of comprehensive USG operational systems and procedures. (c) performs oversight and evaluation of contractor operations. (d) directs and coordinates deployment of USG-provided aircraft and bilateral personnel with Peru. (e) provides advice, assistance and information to the NAS director and country team members. (f) develops plans and programs for improving the institutional capabilities of the Peruvian CN aviation unit. (g) develops plans to improve infrastructure for aviation activities and monitors construction projects. (h) develops operational tactics and new training procedures through the contractor and Office of Aviation training/standardization staff. (i) provides technical direction and management oversight for contractor and PNP aviation unit training and standardization. (j) plans work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work of employees. (k) provides both technical and operation oversight to identify developmental and training needs, finds ways to improve the quality of work and develops overall performance standards. MINIMUM QUALIFICATIONS: (a) U.S. citizen eligible for State Department security clearance. (b) Bachelor's degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experience in the military, law enforcement, international development, international affairs, or public administration). (c) computer skills should include word processing and spreadsheet applications. (d) Spanish language ability at the R/3, S/3 level. (e) FAA commercial/instrument pilot rating or military equivalency in fixed or rotary wing aircraft. Highly experienced as a pilot. Additional advanced skills as Instructor pilot, Standardization Instructor pilot and Instrument Flight examiner are highly desirable. (f) thorough knowledge of FAA regulations. (g) in-depth knowledge of aviation aircrew training and standardization programs. (h) extensive experience as aircraft operations officer/manager in a military or civil organization involved in training and standardization of rotary wing pilots, the tactical employment of aircraft in a high-threat environment and deployment of aircraft OCONUS. (i) broad knowledge of and experience in formulation of plans and policies pertaining to operations and unit level flight training, base operations and deployed operations. (j) must be physically qualified to live in Peru and willing to engage in frequent in-country travel to remote locations. (k) As this is a flying position, must complete a FAA second-class medical examination annually. EVALUATION CRITERIA: (a) offeror's ability to develop, coordinate, organize and implement comprehensive operational systems and procedures for counternarcotics operations and deployment operations procedures. (b) offeror must have ability to perform oversight and evaluation of contractor operations. (c) offeror must be able to direct and coordinate aircraft and personnel deployments for the purpose of destroying illicit narcotics crops. (d) offeror must be able to provide aviation-related advice, assistance and information to the NAS Director and country team members. (e) must exhibit ability to analyze all facets of aviation operations management which involve fixed and rotary wing, tactical and transport aircraft. (f) offeror must apply specialized and professional knowledge to supervise flight standardization oversight of PNP Aviation Unit and aviation support contractor pilots operating in Peru. (g) offeror must oversee multi-national/multi-cultural pilot training programs, plan policies and procedures for the Office of Aviation and perform continuous analysis of interrelated issues of effectiveness and efficiency affecting the aviation program. (h) past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.
