Description
NASA Langley Research Center is issuing this sources sought synopsis to determine academic and/or industry sources capable of meeting NASA's upcoming requirement in support of Precollege education, higher education, and distance learning activities. Old Dominion University is currently performing this work under NASA Cooperative Agreement NCC-1-349. NASA LaRC does not intend to acquire a commercial item using FAR Part 12. Interested sources are requested to provide their name, location, size status, and detailed information demonstrating their technical understanding of the work requirements identified below, as well as their qualifications, capabilities, experience, and past performance history for such work. The contractor shall manage, be responsible for, and provide all resources necessary in support of the NASA Langley's Precollege education, higher education, and distance learning activities. The effort includes, but is not limited to: (1) Providing educational activities, through Center-based programs, that include workshops, summer internships, and year long activities for pre-college students and teachers. Implement, manage, and perform support activities for the annual NASA Educator Workshop (NEW) for elementary and middle school teachers at Langley Research Center; the annual summer Governor's School program for high school students at NASA Langley research Center; serve as LaRC's point of contact to coordinate the annual Career Day activity with local public school systems; and other administrative support activities to include committee assignments and pre-college conference attendance, representing LaRC's pre-college office. (2) Providing summer and year-long research opportunities through the Center's diverse array of research and training programs for graduate students and university faculty. Programs include, but are not limited to, the American Society for Engineering Education (ASEE) summer fellowship; Langley's Graduate Student Research Program (GSRP); NASA LaRC's National Research Council (NRC) fellows' postdoctoral program. Other support activities include committee assignments, higher education conferences and workshops representing the University Affairs office. (3) The contractor will also be required to provide technical support to the Office of Education for videoconferences, workshops, and other education and outreach activities to include coordinating and arranging all technical assistance required for Office of Education videoconferences, workshops, and other education and outreach activities. (4) Provide content development support for K-16 distance learning programs. The contractor will be responsible to design, develop, and disseminate grade level appropriate content materials for Langley's four K-12 distance learning programs to be used by teachers and students. (CONNECT, WHY FILES, KSNN, Destination Tomorrow). (5) Provide media production support for Office of Education internal productions to include arrange, coordinate, and manage media production support activities for Langley's four internal productions (CONNECT, WHY FILES, KSNN, Destination Tomorrow). Interested sources shall submit their qualifications and capabilities no later than November 20, 2000 to NASA-LaRC Office of Procurement, Attention: Mr. Randy Manning -- Industry Assistance Office, Mail Stop 144, Hampton VA 23681-0001. Responses should be clearly marked as "SOURCES SOUGHT SS-320". Such capabilities will be evaluated solely for the purpose of determining whether or not this procurement should be conducted on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. If no sources are identified through NASA's market research activities capable of performing this effort, this procurement will be awarded on a sole-source basis to Old Dominion University under the authority of 10 U.S.C 2304(c)(1), FAR Part 6.302-1(a)(2). No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. Potential offerors are responsibility to monitor these cites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
