Description

PROJECT TITLE: Whole Barracks Complex Renewal, Fort Irwin, CA. This proposed contract is for UNRESTRICTED competition. The acquisition method is negotiated procurement. A technical and a price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. JOB DESCRIPTION: Construct a standard design whole barracks renewal complex. Project includes Barracks, a Soldier Community Building, and four Company Operations Facilities. Barracks include living/sleeping rooms, semi-private baths, walk-in closets, and bulk storage and service area. Supporting facilities include utilities, electric service, information systems, security lighting, fire protection and alarm systems, paving, walks, curbs and gutters, picnic and recreational areas, and site improvements. In addition, four Korean War-era buildings shall be demolished (asbestos abatement is required). This Procurement will be conducted under NAICS 233220(Multifamily Housing Construction). The standard size for this NAICS is $27,500,000.00. The estimated cost is over $25,000,000.00. The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 61.4% for Small Business, 9.1% for Small Disadvantaged businesses, and 5.0% for Small Business/Women-Owned. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. Orders received beyond the CUT OFF DATE of 11/17/00 will not be considered. CD-ROMs will be mailed out on or about 11/30/00.
