Description
The project is construction with a magnitude of $500,000 to $1,000,000. SIC code is 1731. Estimated period of performance will be as follows: Design 90 calendar days, Construction 180 calendar days. Bid, Performance, and Payment Bonds will be required. The government is considering whether or not to set aside this acquisition for HUBZone concerns only. If you are a HUBZone firm interested in this project and reasonably expect to submit a proposal, please respond by e-mail to greg.florey@grandforks.af.mil. Your response must include a positive statement of your remaining bonding capacity, list of similar jobs involving replacement of major power plant generator control systems completed within the last three years including references and all contracts now in progress. Your response must be complete and include this information; otherwise the government will assume a reasonable offer by your firm will not be expected. Your response is requested by 10 Nov 00. If you do not reply by this date, we will assume you are not interested in this project. Depending on responses from HUBZone concerns, this acquisition will either be a HUBZone set-aside or an unrestricted acquisition. Once issued, offerors must review the solicitation to determine offer eligibility. All responsible sources may submit a proposal, which shall be considered by the agency. All contractors MUST certify by stating that they are registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration at website http://www.safaq.hq.af.mil/contracting/ccr0.html. This solicitation will only be available by downloading the solicitation file at website http://www.eps.gov. No paper copies or CD-ROM's will be issued. NOTE: The solicitation for the Request for Proposal (RFP) will only be issued to the top three acceptable proposals after the Government evaluates the Request for Qualifications (RFQ) submissions in STEP 1. This submission is a non-priced technical proposal providing contractor qualifications. If your technical proposal is acceptable under STEP 1 procedures, you will be able to download the RFP for submission under STEP 2. 1. The Department of the Air Force has a requirement to provide a "turn-key" design and construct replacement of a power plant generator control system that is a fully functional and operational control system at Cavalier Air Force Station in North Dakota. 2. This acquisition will be accomplished utilizing the Two-Step method: a. STEP 1 -- Will consist of submission of a Technical Proposal in accordance with the requirements as outlined in Request For Qualifications (RFQ) Design Build Services dated Jul 2000. Evaluation of technical proposals to determine acceptability shall be based on the factors set forth in paragraph (4) below, Technical Proposal Evaluation criteria. Offerors are advised to submit proposals, which are fully and clearly acceptable with information requested in the RFQ. The Government may make a final determination as to whether a technical proposal is acceptable or non-acceptable solely on the basis of the proposal as submitted and proceeds with STEP 2 without requesting further information from the offeror. However, the Government, (if it deems necessary or otherwise desirable, and in its best interest) may at its sole direction, request additional information from offers which are considered reasonably susceptible of being made acceptable by submission of additional information clarifying or supplementing, but not basically changing the proposal as submitted. For this purpose, the Government may discuss such information with the offerors. b. STEP 2 -- A solicitation and bid/offerors will be accepted only from those firms who have submitted acceptable proposals to STEP 1. Each bidder/offer submitted for STEP 2 must be based on the Bidder's/offerors own technical proposal delivered to be acceptable under STEP 1 either initially or as a result of discussions. 3. All technical proposal shall be submitted in accordance with the following: a. Technical submissions submitted under STEP 1 shall not be priced, or include pricing b. Technical proposals shall be IAW the attached Request for Qualifications (RFQ) and 4 copies shall be submitted. c. Technical proposals submitted under STEP 1 must be received in the office shown below not later than 2:00PM (CST) 4 Dec 00 319 CONS/LGCC, 575 6th Avenue, bldg #418, Grand Forks AFB, ND 58205-6436, POC: MSgt Greg Florey d. LATE SUBMISSION, MODIFICATIONS AND WITHDRAWELS OF TECHNICAL PROPOSALS UNDER TWO-STEP FORMAL ADVERTISING FAR 52.214-23 (MAY 1997) e. Technical proposals will be evaluated within 20 days from closing date. Each source submitting an unacceptable technical proposal will be so notified upon completion of the technical evaluation of his proposal, and final determination of such unacceptability. 4. Technical Proposal Evaluation Criteria a. Technical Proposals will be evaluated by an evaluation panel composed of individuals knowledgeable in the technical aspects and disciplines involved in the service required. During technical evaluation of each proposal, the panel members will be assign the following final ratings: (1) Acceptable (2) Reasonably susceptible (3) Unacceptable Each technical proposal must treat the full system requirements for the Design and Repair of Generation Control Circuit. Minimum Requirements for this project include a firm with at least five years of experience in the generator controls industry. The contractor shall have documented experience of at least one similar job that has been successfully completed. The contractor should also be able to document project history for department of Defense (DOD). And any other information as identified in section #5 of the RFQ. 5. A pre-proposal conference for all offerors to review the requirements of the acquisition will be schedule to be held prior to commencement of Step 2. Government technical and acquisition personnel will be available during the conference to answer questions concerning this requirement. Offeror are encouraged to submit technical or other questons in writing prior to the conference date to: 319th Contracting Squadron, 575 6th Ave Bldg 418, Grand Forks AFB, ND 58205-6436, MSgt Greg Florey (701) 747-5314. 6. The Government's probable delivery requirements are in forth in the RFP. This information is not binding on the Government. The Government's actual delivery/performance requirements will be contained in Solicitation issued under STEP 2. 7. Offerors are hereby notified that submission of a subcontracting plan for small business and small disadvantage business concerns as specified in FAR 52.219-9 will be required for large business concerns under STEP 2. If priced in FAR proposals that are over $1,000,000. 8. All contractors MUST be registered in the Central Contractor Registration database or their technical proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration at http://www.safaq.hq.af.mil/contracting/ccr0.html. Estimated issue date is approximately 11 Nov 00 and response date is 4 Dec00. The magnitude of this project is between $500,000 and $1,000,000. 9. Only one technical proposal can be submitted.
