PART: SPECIAL NOTICES OFFADD: General Services Administration, Acquisition Services Division, 1301 Clay Street, Suite 280S, MB 45, Oakland, CA 94612 SUBJECT: NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH FLOW DYNAMICS (ARIZONA) DESC: The General Services Administration intends to negotiate a sole source basis with Flow Dynamics (Arizona) that is an ISO 9002 registered company for the Naval Surface Warfare Center Indian Head Division, Seal Beach, CA. This procurement to Flow Dynamics is to provide for the manufacturing of metrology equipment (calibration standards). The fundamental metering device shall be a Turbine Flow meter, which shall be referred to as the Standard Flow meter. The Standard Flow meter shall have a sufficient accuracy to calibrate the Test Instrument. (1) must have direct and comprehensive experience with the Turbine Calibration Standard that shall be used specifically to calibrate the portable AEGIS Coolant Test Set; (2) must have direct experience with the operation and functional design to manufacture: (3) calibrations accomplished on the Turbine Calibration Standard shall be traceable to NIST; (4) flow straighteners shall be provided at the inlet and outlet, inline with the Standard Flow Meter to prevent fluid swirl; (5) a flow computer, Signal Conditioner, and other associated equipment shall be provided with temperature compensation; (6) Turbine Calibration Standard shall be furnished with a reservoir for the introduction of deionized water into the system; (7) Turbine Calibration Standard shall be adjustable to provide a back pressure of 50 PSI to the TI and Standard Flow meters; (8) during calibrations, valves shall be adjusted so that all water flowing through the TI Flow Meter shall also flow through the Standard Flow Meter (no liquid shall bypass either the TI Flow Meter or the Standard Flow meter. Flow Dynamics is the only company working with fluid processing and measurements that can provide design, manufacturing, and technical services needed for this calibration standard. Only Flow Dynamics can manufacture the calibration system that can met the following requirements: provide the pressure range required (50 +/- 0.05psi), flow range of 0.20 to 15 GPM from the same pump system, provide measurements sufficient to meet NIST standards with the ability of measuring and correcting for temperature of 0 to 100 +/-0.1 degrees F., Provide Flow Straighteners capable of meeting the requirements of NSVAIR17-20MG24 having negligible pressure drop across and being matched to the flow meter, and provide Flow meter able to measure flow between 0.20 to 15 +/-0.5% GPM to meet the NAVAIR17-20MG24, and NIST standards. The proposed actions is for suplies/services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements. This notice is not a request for competitive quotes but responses received before November 10, 2000 will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
