Description
BEHAVIOR PREDICTION. The Naval Air Warfare Center Training Systems Division (NAWCTSD), U.S. Army Simulation, Training and Instrumentation Command (STRICOM), Air Force Agency for Modeling and Simulation (AFAMS), and the Marine Corps Program Office (MCPO), all of Orlando, FL, have comprehensive modeling, simulation, instrumentation and training systems responsibilities ranging from research and technology base development through systems acquisition and life cycle support. The missions of these organizations support a broad customer base, including all military services, DoD, and non-DoD organizations. This synopsis seeks the identification of potential behavior prediction technologies covered by the NAWCTSD Broad Agency Announcement BAA NAWCTSD 96-1, previously synopsized; specifically, Part III (Research Interests), Topic 3-G (Expert Systems Technologies for Training). This synopsis seeks the identification and solicitation of inputs and ideas for a Behavior Prediction program. Today's behavior and decision-making models lack the agility (or ability) to accurately represent and predict the less structured, more complex decision-making environment of today's adversaries. The objective of this program is to develop and evaluate a variety of technologies for modeling complex human behavior and decision-making with the precision required to predict what causes an individual or group to decide to act and what drives their decision to implement one course of action versus other alternatives. Research should empirically derive and assess the factors and their respective contribution towards this objective. Research should include, but not be limited to, such factors as intrinsic (general intelligence, personality, motives, beliefs, cognitive style, etc.) and extrinsic (political, cultural, economic, etc.) influences to behavior and decision-making models. Examples of predictive approaches include, but are not limited to, indicator correlations and causal experiments, trend projection, statistical analyses, cyclical analysis, theory or model-based derivation, emulation and simulation. Offerors may select any complex environment to assess and demonstrate their predictive technologies as long as the selected environment has the complexity to support generalization of the technology to other complex environments. The Government is prepared to sponsor up to $200K for five or more research and development Behavior Prediction contracts. The four-step sequence is as follows: (1) telephone call to technical point of contact (TPOC); (2) informal project paper; (3) proposal (if invited); and (4) contract award for selected projects. The TPOC is Ms. Theresa T. Barcus at (407)380-8505. The informal project paper shall address, at a minimum, the interested party's research, development, and demonstration idea/capability; the technical challenge that can be addressed; the maturity of the modeling and simulation technology; the specificity of metrics for assessing behavior and decision-making prediction; complexity of behavior and decision-making environment; previous experience with similar efforts; business size; and a single corporate point of contact. The informal project paper should be limited to five single-spaced pages and may be accompanied by company capability statements, catalogs, or published literature describing research and development activities, products and product capability. Informal project papers shall be electronically submitted in a format compatible with Microsoft Office 97 to the TPOC at barcustt@navair.navy.mil. When and if an interested party is invited to submit a proposal, it should be sent to NAWCTSD, Contracts Division, AIR 25333, ATTN: Steven M. Ograyensek, 12350 Research Parkway, Orlando, FL 32826-3275. The evaluation of proposals will be accomplished as described in Section II, Proposal Evaluation, of NAWCTSD BAA 96-1; however, paragraph A. of Section II is expanded to include the following, which are listed in descending order of importance: (1) Specificity of metrics for assessing behavior and decision-making prediction, (2) Complexity of behavior and decision-making environment, and (3) Quality and technical merit of the offeror's research methodology. All proposals MUST grant NAWCTSD permission, on enclosure (2) of BAA NAWCTSD 96-1 Rev 2, to evaluate the proposal, which may include evaluation by evaluators both within and outside the Government, with the understanding that written agreement not to disclose the proposal information will be obtained from any non-Government evaluator. Please refer to NAWCTSD BAA 96-1 Rev 2 for specific information on proposal preparation, proposal evaluation, proposal forms, and other research interest areas. BAA NAWCTSD 96-1 Rev 2 remains unchanged and may be downloaded from link identified below. Awards for any selected proposals will be for a period not to exceed 9 months.
