Description
Provide professional Architect-Engineer (A&E) Design Services to include preliminary services and phasing recommendation, planning, consultation and visits, design work, asbestos abatement plans, preparation of contract drawings and specifications, preparation of costs estimates and construction period services as necessary for abatement, demolition, construction, inspection, testing and certification of all work for Project No. 544-311 "Consolidate Inpatient/Outpatient Pharmacies' at WJBD VAMC, Columbia, SC. A/E firms shall be located within a 150 mile radius of Columbia, South Carolina. The intent of this project is to provide design for renovation of approximately 14,100 square feet of existing space to consolidate the inpatient and outpatient pharmacies, upgrade the main entrance to the hospital, renovate the lobby and install a canopy cover for the roadway at the main entrance for patient loading/unloading. Project will include but is not limited to asbestos abatement, mechanical and electrical system renovations, architectural and interior design work, and structural work. The design will include phasing of work to minimize impact on hospital operations. The design shall ensure compliance with current VA standards and all other applicable codes and criteria. Value engineering is encouraged and shall be noted at each design review. Submissions and estimates are expected at the conceptual, 50% and 100% design stages. The North American Industry Classification System (NAICS) Code is 541310 for Architectural Services. The Small Business size standard is $4,000,000 in annual gross revenues averaged over the past three years. Please state in Block 4, Page 4 of the SF 254 the size standard of your firm. A/E will be required to provide evidence of professional liability insurance of $1,000,000. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project, when requested, and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for individual projects) are encouraged to submit annually, a statement of qualifications and performance data, utilizing Standard Form 254, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) geographical location and knowledge of the locality of the project, provided that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project; (6) any other special qualification required under this announcement by the contracting activity. Interested A/E firms must submit (1) one copy of each form to this office not later than 3:00PM Eastern Standard Time on December 4, 2000 in order to be considered for selection by this office. This procurement is unrestricted. Estimated construction cost is between $2,000,000 and $5,000,000.This is not a Request for Proposal. Award is subject to availability of funds.
