Description
The successful contractor must provide all necessary management, supervision, quality control, labor, materials, and equipment required to: demolish existing exterior windows, interior partitions, doors, ceilings, mechanical systems, plumbing systems and fixtures, electrical systems, light fixtures, abatement of asbestos-containing materials and lead paint; and provide and install new exterior windows, interior partitions, doors, ceilings, finishes, mechanical systems, plumbing systems and fixtures, electrical systems, light fixtures, power and communication outlets. Project work to be completed under this Contract also includes providing and installing a new sloped metal roof exterior canopy, ADA accessible ramps, renovation of building exterior surfaces, exterior stairs and exterior entrances. The estimated price range for this project is between 1.0 and 5.0 million dollars. A bid bond will be required and the contractor selected for contract award will be required to promptly provide payment and performance bonds. The performance period duration will be 365 calendar days after issuance of the Notice-to-Proceed [NTP]. The NAICS Code for this action is 233320, with a size standard of 27.5 million. NOTE: The Government contemplates award of a firm-fixed price construction contract resulting from this solicitation. This is a negotiated acquisition. Offerors will be required to simultaneously submit a firm-fixed price cost proposal and a detailed technical proposal. The Contracting Officer will, for purposes of award, select the best overall proposal based primarily upon technical merits, with costs and other factors considered as accordingly. As per FAR 15.101, the Government will utilize the best value continuum for evaluation of offers during the selection process. The best value continuum is a method of evaluating price and other factors specified in the RFP with the objective of selecting that offer which has the best overall proposal, based primarily upon technical merits with cost and other factors appropriately considered. The best value continuum provides the opportunity for cost/technical tradeoffs, therefore, award of a resulting contract will not necessarily be made to the lowest priced offer, nor to the highest ranked technical offer. The Solicitation, with evaluation criteria, will be available on or about December 1, 2000. Cost Proposals and Technical Proposals will be due on/or about January 12, 2001, to the following address: Department of Treasury, Federal Law Enforcement Training Center, Procurement Division, Building 93, Glynco Georgia, 31524. THIS ACTION IS AN UNTRESTICTED PROCUREMENT. Small Businesses (SB) and Small Disadvantaged Businesses (SDB) are strongly encouraged to participate as subcontractors to the selected prime contractor.
