Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) continues to seek sources capable of providing a support trailer, which will be towed by an M-1097A2 HMMWV-HV for the Air Surveillance and Precision Approach Radar Control System (ASPARCS) Operations Subsystem (OS)/Communications Subsystem (CS). This sources sought announcement is for informational planning purposes only and is not a request for proposal. A previous sources sought and subsequent solicitation (N00421-00-R-0253) resulted in a great deal of interest, however, none of the offers received were found to be technically acceptable. The Government's requirements for this support trailer remain as follows: The trailer must have an installed 30KW diesel-generator set (GENSET) with a minimum 50 gal. fuel tank, an installed 96,000 BTU/hour environmental control unit (ECU) and an integral cargo area. The trailer shall be constructed of lightweight materials, which permit the entire trailer, its GENSET, ECU and a maximum payload (approximately 1200 lbs.) to remain within the allowable towing weight of the HMMWV-HV (4200 lbs.). The trailer must also meet additional requirements concerning size, weight, construction, over-the-road and off-the-road performance, weight and balance distribution, and safety. The first article system will be subjected to, and must pass, mobility/transport testing at the U.S. Army, Aberdeen Proving Grounds. A minimum of 12 qualified trailers will be required for ASPARCS OS/CS production. In the interest of clarifying requirements and providing for a technical interchange with the ASPARCS OS/CS developer, the Government plans to hold a conference with industry. Representatives from trailer manufacturers, GENSET and ECU Original Equipment Manufacturers (OEMs) as well as system integrators are invited to interface and exchange ideas with the Government regarding their ability/willingness to meet these overall HMMWV Support Trailer requirements. This meeting is scheduled for November 28, 2000 at 1300 hours at the NAWAC Special Communications Requirements Branch (SCRB) integration facility, building 8185, located in St. Inigoes, Maryland. Directions to this facility can be found via access to the SCRB web page located at www.scrb.navy.mil. Interest parties are invited to submit a visit request to attend the meeting and/or to submit technical material to be shared by those in discussions. Either can be submitted via e-mail to Ms. Josephine Scully at ScullyJA@navair.navy.mil no later than 4:00P.M. on November 22, 2000. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of a response to this Sources Sought, attendance at the proposed conference or the Governments use of such information. This request is for planning purposes only and no current solicitation documents exist. If sufficient interest is not received, the Government reserves the right to determine alternate procurement methods which may include in-house development and integration.
