Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Requirement is for 50 ea.complete Generation 1 Foil Bearings and 3 sets of unassembled foils for Basic Research that meet the following requirements: A. Foil Bearing Description: Foil air journal bearings are self-acting hydrodynamic journal bearings utilizing air as the lubricating fluid. The bearings are made of a journal rotating inside a fixed sleeve. The sleeve is lined with "foils" that provide a compliant inner surface to the bearings. A smooth " top foil " is the inner sleeve surface-the lubricating air film forms between it and the journal. The top foil is backed by a " bump foil " that provides the compliance. The compliant foil can be of several different designs. One common form of foil is the corrugated bump type. Corrugated bump foils are made up of one or more layers of sheet metal with multiple rows of corrugations. The corrugated bump foils are stacked on top of each other and covered by the smooth top foil that acts as the bearing inner sleeve surface. The bump foils act as springs providing compliant support to the smooth top foil. B. Purpose for Bearing Procurement: The NASA Oil-Free Turbomachinery Team is interested in acquiring a number of identical foil air journal bearings for research. The purpose of the research is investigate foil bearing load capacity and stiffness and damping measurements that can be compared with analytical studies of the same. The required foil bearings are to be of the Generation I type of foil air bearing which are characterized by having only one bump foil and one top foil. Each row of bumps in the bump foil is identical with no variation in stiffness either axially or circumferentially. These Generation I bearings tend to be of relatively simplistic design that are more conducive to analytical modeling than later bearing generations. Also, the specified foil bearing properties are required in order to facilitate comparison of the results with previously published bearing performance characteristics. C. Foil Air Bearing Specifications: Top foil thickness (t): 0.004 inches; Bump Foil Thickness (t): 0.004 inches; Bump length (L): 0.140 inches; Bump Pitch (P): 0.180 inches; Bump Height (h): 0.020 inches; Material: Foils: Annealed Inconel X-750, aged 20 hrs at 705 degrees C in a mandrel to establish shape. Heat treatment process is outlined in Ruscitto, et. al. (1978).; Sleeve: Inconel 718, Inconel X750, A286 stainless steel, or 304 stainless steel is acceptable.; The inside diameter of the assembled bearing is to be a line fit to a 1.500 inch shaft. The bearing shall be tested for liftoff speed. Liftoff speed is defined as the speed where torque significantly decreases. The bearings and liftoff speed shall be similar to that reported by Ruscitto, et. al. (1978). The liftoff speed shall be 2100 +/- 210 RPM for each bearing with a 1.0 pound load. Liftoff speed shall be 2600 +/- 260 RPM for each bearing with a 6.25 pound load, 3300 +/- 330 RPM with a 10.25 pound load. Liftoff speeds shall be determined at room temperature. A sample liftoff trace from Ruscitto, et.al. (1978) is attached as well as sketches outlining the foils, the sleeve, and the foils wrapped around a shaft. D. The provisions and clauses in the RFQ are those in effect through FAC 97-19. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 332999 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135 is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 P.M., local time, November 16,2000 and may be mailed or faxed to Jon C. Schultz, Glenn Research Center, Plum Brook Station, 6100 Columbus Avenue, Sandusky, Ohio 44870, FAX:419-621-3236, and include, solicitation number, FOB destination to NASA Glenn Research Center, 21000 Brookpark Rd., Cleveland, OH 44135, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
