Description
The USA CECOM Acquisition Center Washington intends to issue RFP DAAB15-01-R-1004 to design, fabricate, and test prototype Improved Environmental Control Units (IECUs). This is the final version of Draft RFP DAAB15-00-R-1009 which was issued on 30 June 2000. The solicitation will be issued on a Full and Open Competition basis; multiple awards are contemplated. THE CONTRACT RESULTING FROM THIS SOLICITATION WILL INCLUDE OPTIONS FOR PRE-PRODUCTION TEST QUANTITIES AND PRODUCTION UNITS OVER A PERIOD OF UP TO TEN YEARS. Multiple contract awards are contemplated for the prototype (EMD) phase. The successful EMD contractor(s) will each be asked to submit a proposal for the pre-production test quantity and production options. One award will be made for the pre-production test quantity and production phases. The IECUs will be developed in the following configurations: 9kBTUH Horizontal, 115v, 1 Ph, 50/60 Hz; 18kBTUH Horizontal, 208v, 3 Ph, 50/60 Hz; and 36kBTUH Horizontal, 208v, 3 Ph, 50/60Hz. The prototype phase of the contract will also include options for two additional configurations: 9kBTUH Horizontal, 208v, 3 Ph, 50/60 Hz; and 18kBTUH Vertical, 208v, 3 Ph, 50/60 Hz. All units are to be designed with cooling and heating capabilities. The IECUs are intended to replace form, fit, and function of the current Army inventory of ECUs with improved capabilities in the areas of high temperature operation, power consumption, weight, noise, diagnostics, and reliability. The contractor shall select the refrigerant and components based on sound engineering tradeoffs of the requirements, cost, and environmental laws regarding zero ozone-depleting refrigerants. Units shall be designed and constructed in accordance with the Purchase Description (PD) and Statement of Work (SOW) which will be included in the solicitation package; and approved commercial, Federal and MIL standards listed in the solicitation package. The RFP will include information concerning minimum and maximum quantities to be ordered. It is anticipated that the RFP will be available on or about 1 December 2000 for downloading from the Army's Interactive Business Opportunity Page (IBOP), located at https://abop.monmouth.army.mil. No hard copies will be provided.
