- The Bureau of Reclamation's Grand Coulee Project, Grand Coulee, WA, has a requirement to: remove eight 115-kV power circuit breakers; furnish, install, and test six 115-kV circuit breakers; furnish one gas transfer cart; furnish, install and test four 115-kV coupling capacitor voltage transformers; modify one control and relay duplex switchboard; and, design, fabricate and install steel supports for coupling capacitor voltage transformer and control and relay duplex switchyard sections. Reclamation will issue this Request for Proposals (RFP) in the Adobe Acrobat PDF format via the Internet on or about November 22, 2000. No paper copies or CD-ROMs will be provided, so interested offerors will need to download the RFP from our website, at the address www.pn.usbr.gov/contracts. Any amendments to the RFP will be posted on the website so it's the offeror's responsibility to check the website daily for any posted changes. Reclamation reserves the right to revert to hard copy, CD-ROM, or faxed documents if the website becomes inoperable. A bidders/planholders list of offerors who've expressed interest in the requirement will be posted on the website as well. No hard copies or faxed copies of this list will be provided. If you wish to have your firm included on the bidders/planholders list, send an e-mail request including your firm's name, address, phone, fax, and email address to dlarrondo@pn.usbr.gov. Requests should reference Solicitation No. 01SP101456. We anticipate posting the Request for Proposals (RFP) on November 22, but all dates are subject to change. Offers will be evaluated on their proposed breakers and other equipment, their past performance, the quality and capabilities of their proposed manufacturing facilities, their draft CPM schedule, and price. At this time, a site visit has not been scheduled but the RFP, when posted, will include the specific date, time and meeting location for the site visit as well as providing a contact point for the site visit. For this acquisition the small business size standard is 750 employees and the NAICS code is 335313. This requirement is not set-aside for small business. See Numbered Notes 12 and 26.
